BPKH is strengthening its investment governance and flexibility,
particularly through strengthening the role of its subsidiaries abroad.
This is in line with the revision of the Law on the Management of Hajj
Funds.

“Through synergy with Danantara, we want to build an integrated
national investment orchestration. Our subsidiary in Saudi Arabia will
be a collaborative platform for state-owned and private national groups
to enter in a more structured and competitive manner in the Hajj and
Umrah ecosystem,” said the Head of the BPKH Implementing Agency, Fadlul
Imansyah, in a press release on Thursday (26/2/2026).

The move focuses on strengthening subsidiaries as direct investment
instruments abroad to optimise the value of Hajj funds, while also
building synergy between national economic strength and international
partnerships.

In its implementation, the development of BPKH’s subsidiary in Saudi
Arabia is directed towards two main pillars, namely the integration of
national investment with Danantara and state-owned enterprise groups,
and institutional collaboration with the Saudi Ministry of Hajj and
Umrah.

“With the right investment structure, we can ensure strategic
control, disciplined risk management, and the creation of long-term
value. This also opens up opportunities for participation by competent
national private sector companies,” said Arief.

According to him, the synergy between BPKH, Danantara, and
state-owned enterprises allows for the formation of a stronger and more
measurable joint investment scheme.

The main pillars of this national synergy include a joint investment
scheme between BPKH and Danantara, consolidation of the role of
state-owned enterprises in strategic sectors such as accommodation,
catering, transportation, and logistics, empowerment of national private
sector companies that have high competitiveness, and the application of
good governance and risk management standards in accordance with
international best practices.

The move is considered important to align investment with regulations
and the direction of development of the Hajj ecosystem in Saudi
Arabia.

With the large number of Indonesian pilgrims each year, BPKH believes
there is significant market potential.

Through coordination with local authorities, Indonesian companies are
expected to be integrated systematically into the Hajj service supply
chain, from the provision of hotels to other supporting services, while
still upholding the principles of compliance and mutually beneficial
partnerships.

BPKH affirms that all of these initiatives remain based on the
primary mandate to provide optimal benefits for Indonesian pilgrims.

With transparent governance and cross-institutional synergy, BPKH is
optimistic that it can build a more integrated, competitive, and
sustainable Hajj ecosystem in the long term.
",
