        "content": "<p>BPK says govt accounting standard may not work<\/p>\n<p>Rendi A. Witular, The Jakarta Post, Jakarta<\/p>\n<p>The new accounting standard for government departments will not<br>\nwork unless there is a change in the mentality of corrupt<br>\nofficials and more serious antigraft law enforcement, a senior<br>\nofficial says.<\/p>\n<p>\"This kind of standard can be made in 100 days ... But it<br>\nwon't work well if corrupt officials continue to exist because<br>\nthey will simply try to find loopholes in the new system,\"<br>\nSupreme Audit Agency (BPK) chairman Anwar Nasution said at the<br>\nState Palace on Wednesday.<\/p>\n<p>To fight against corruption Anwar urged the government to<br>\nreeducate civil servants, increase their salaries and step up<br>\ngraft investigations in government.<\/p>\n<p>Vice President Jusuf Kalla officially launched the new<br>\naccounting standards on Wednesday, which he said were aimed at<br>\ncreating a more transparent and accountable public service.<\/p>\n<p>Kalla said the government hoped bring financial reporting by<br>\ncentral government and local administrations up to professional<br>\nstandards.<\/p>\n<p>\"Starting next year, all government and local administrations<br>\nwill use the same method, making standardized reports on balance<br>\nsheet, revenues, expenditure and cashflow in a more transparent<br>\nand accountable way,\" he said.<\/p>\n<p>The accounting standard will be imposed on all government<br>\nagencies and ministries, while the Ministry of Home Affairs will<br>\nsoon issue guidelines to help local administrations apply the<br>\nsystem.<\/p>\n<p>The Ministry of Finance is responsible for preparing the<br>\nregulations.<\/p>\n<p>At present, the state budget is created based on a supply and<br>\ndemand system without taking into account a detailed analysis of<br>\nrevenue and expenditure of the departments and regional<br>\nadministrations it funds.<\/p>\n<p>The system, which is not transparent, has long been abused by<br>\ncorrupt politicians and officials.<\/p>\n<p>Finance minister Jusuf Anwar said with the new system, the<br>\ngovernment hoped to more effectively control state funds.<\/p>\n<p>\"The new system will require governments to explain the state<br>\nand regional budgets, the flow of cash coming in and out, and<br>\nwill include notes for every financial transaction,\" Jusuf said.<\/p>",
