BPJS Ketenagakerjaan is targeting a 20 per cent increase in informal\nworker enrolment by the end of 2026 through the implementation of three\nmain strategies encompassing reframing, relevance and resonance, or\n3R.<\/p>\n
President Director of BPJS Ketenagakerjaan Saiful Hidayat in\nYogyakarta on Friday explained that the target was set to boost the\nachievement as of July 2026, which was recorded at only 17.44 per cent,\nor 13.56 million of the potential 77.8 million informal workers in\nIndonesia.<\/p>\n
\u201cWe will ensure they are protected, so hopefully the 17 per cent\nfigure can be achieved at 20 per cent this year. The challenge is\nliteracy, strengthening education, and ensuring that worker protection\ninformation reaches the public more quickly, widely and reliably,\u201d he\nsaid.<\/p>\n
Saiful explained that informal workers consist of vulnerable worker\ngroups who are sought to receive contribution support via regional\nbudgets (APBD) or from corporate social responsibility (CSR) funds, as\nwell as independent worker groups who are able to pay contributions\nindependently.<\/p>\n
\u201cWe are synergising with one application, so that online motorcycle\ntaxi drivers no longer pay monthly contributions, but based on the money\nearned, for example a deduction of Rp800, with the hope that it is not\nburdensome and they remain protected,\u201d said Saiful.<\/p>\n
At the relevance stage, communication messages are tailored to the\nneeds, risks and realities of the target audience without using rigid\nlegal terminology.<\/p>\n
\u201cSo the message must match the point of view or PoV of our target, no\nlonger using regulatory language and legal articles, but shifting to\nlanguage of empathy and emotional closeness, protection, calm and\nrelatability,\u201d he said.<\/p>\n
In addition to the 3R strategy, BPJS Ketenagakerjaan is also\noptimising the PEKA programme (Economic Empowerment and Independence of\nBeneficiaries) through training facilities so that heirs can be\nempowered and economically independent.<\/p>\n
Present at the event were Erfan Kurniawan, Deputy for Communication\nat BPJS Ketenagakerjaan, and Cahyaning Indriasari, Head of the BPJS\nKetenagakerjaan Regional Office for Central Java and Yogyakarta.<\/p>\n
Both also emphasised the importance of employment social security\nprotection not only providing comfort for workers but also for the\nfamilies of participants.<\/p>\n
