        "content": "<p>The Pancasila Ideology Development Agency (BPIP) has proposed an\nadditional budget of Rp343 billion for the construction of a centralised\neducation and training facility for Pancasila ideology. BPIP Head Yudian\nWahyudi stated the agency received an indicative budget ceiling of\nRp141.06 billion for the 2027 fiscal year, comprising Rp10 billion for\nideology development programmes and Rp131 billion for operational\nexpenses. BPIP has requested a total additional allocation of Rp370.45\nbillion, with a further Rp343 billion specifically earmarked for the\ntraining centre\u2019s facilities and infrastructure. The facility is\nintended for the education and training of high-ranking and\nmiddle-ranking officials, totalling 20,767 individuals, as well as for\nthe centralised training of the national flag-hoisting troop\n(Paskibraka). The project is estimated to require seven hectares of\nland.<\/p>\n<p>During a hearing with House Commission XIII, PDI-P faction member\nRieke Diah Pitaloka questioned the proposal, highlighting the current\nstrained fiscal conditions. She noted the Rp343 billion request\nrepresents 67 percent of BPIP\u2019s total proposed budget and exceeds the\nallocation for its core ideology development programme. Pitaloka pointed\nout that Presidential Regulation No.\u00a07 of 2018 mandates the\nimplementation of education and training, not the construction of new\nphysical facilities. She announced the commission\u2019s decision to postpone\napproval of the training centre budget pending a comprehensive needs\nassessment, cost-benefit analysis, and evaluation of existing\nstate-owned training facilities.<\/p>\n<p>In a separate hearing, the Supreme Court (MA) requested an additional\nRp10.303 trillion for the 2027 fiscal year. Secretary Sugiyanto\nexplained that the court\u2019s indicative ceiling of Rp16.959 trillion is\nlargely consumed by basic operational costs, leaving limited fiscal\nspace for infrastructure development, digital transformation, and public\nservice improvements.
