Mega Susanti, a three-and-a-half year old girl, stares wide-eyed
\nat the clown waving at her behind the entrance gate of Fantasy
\nWorld in Ancol, North Jakarta.<\/p>\n
\"C'mon daddy, hurry up. I want to see Mr Clown,\" Mega tells
\nher father. Her eyes are sparkling.<\/p>\n
Impatient with her father's sluggishness, Mega grabs her
\nfather by his arm, dragging him to the park's gate.<\/p>\n
\"I've never seen her so excited. I always accompany her to get
\nmedical treatment and I know how pained her face can look. I
\nbelieve today is her greatest day,\" Sutisna, 34, Mega's father
\nsays.<\/p>\n
Mega, together with another 54 children with leukemia, was on
\nan outing organized by the Indonesian Childhood Cancer Foundation
\n(YOAI) last Saturday.<\/p>\n
Diagnosed with leukemia, also known as blood cancer, at the
\ntender age of 28 months, Mega has to cover her nose and mouth to
\nprevent infection.<\/p>\n
Mega is just one of thousands of children suffering from
\ncancer in Indonesia.<\/p>\n
According to statistics provided by the health ministry, up to
\n4,000 or 2 percent of the 200,000 new cancer cases every year
\ninvolve children.<\/p>\n
In Jakarta alone, at least 650 children with cancer are
\nbrought to state-run Cipto Mangunkusumo General Hospital (RSCM)
\nyearly, but the hospital can only treat 115 children.<\/p>\n
YOAI chairman Rahmi Adi Putra Tahir said that most children
\nwith cancer were from poor families who often could not afford to
\nbuy medicine.<\/p>\n
\"It is a child's fundamental right to receive medical care and
\nhealth facilities regardless of whether they are rich or poor,\"
\nshe said.<\/p>\n
YOAI, a non-profit foundation, has donated medicine to 75
\nchildren with cancer being treated at various hospitals, while
\nIndonesian Cancer Foundation (YKI) finances their cancer
\ntreatment.<\/p>\n
In a bid to improve medical services to children, the House of
\nRepresentatives is currently deliberating a bill on child
\nprotection.<\/p>\n
The bill, if endorsed, obliges parents and the government to
\nsupport the health of children, and spells out punishments for
\nthose who fail to provide adequate medical services to children.<\/p>\n
Indonesia ratified the United Nations Convention on Child
\nProtection in 1990.<\/p>\n
Rahmi said some children with cancer already received
\nfinancial assistance from several donors but many more children
\nsuffering from other illnesses were still waiting for medical
\ntreatment.<\/p>\n
The government, through its Social Net Safety (JPS) program,
\nhas paid for the treatment of children hospitalized with cancer
\nin RSCM, Gatot Subroto hospital, Harapan Kita Hospital, and
\nFatmawati hospital.<\/p>\n
Punishment for neglecting a child's health stipulated in the
\nChild Protection bill:<\/p>\n
1. Maximum 6.5 years in jail and a fine of Rp 4 million<\/p>\n
for neglecting a sick child and letting their condition
\nworsen.
\n2. Maximum 5 years in jail and a fine of Rp 20 million for
\nletting an injured child's condition deteriorate.
\n3. Maximum 15 years in jail and a fine of Rp 100 million<\/p>\n
(for letting a sick child die due to negligence)
\n4. Maximum 10 years in jail, fine Rp 300 million, and the
\nwithdrawal of licenses from medical officials who refuse to give
\nmedical care to children.<\/p>",
