BP Migas, Lemhanas to adopt new security concept<\/p>\n

Oil and Gas Implementing Body (BP Migas) and the National Defense
\nInstitute (Lemhanas) have agreed in principle to adopt a new
\nconcept aimed at boosting community participation in protecting
\nthe assets of oil and gas companies operating in the country.<\/p>\n
The new concept will be first applied at the Tangguh liquefied
\nnatural gas (LNG) plant in Papua, which is being operated by
\nAnglo-American energy giant BP PLC.<\/p>\n
\"We will set Tangguh as the benchmark of this concept. But we
\nwill (also) introduce it nationally, to other vital companies,\"
\nBP Migas Chairman Rachmat Sudibjo said on Tuesday on the
\nsidelines of a seminar. BP Migas is the authority for the oil
\nand gas upstream sector.<\/p>\n
Although bearing the word \"security\", the concept does not
\nmean recruiting people living around the oil and gas companies as
\nsecurity guards. Instead, it draws on an idea of enhancing the
\neconomic level of the community around it, so they will have a
\nsense of belonging to their neighboring companies.<\/p>\n
\"We have recorded cases such as burglary. The stolen things
\nlike say, cables, may not be costly, but it could disrupt the
\noperations (of oil and gas firms),\" said Rachmat. \"If the people
\nhave a sense of belonging to the company, they will together keep
\nit safe.\"<\/p>\n
He said that such a concept had long been implemented for
\ncommunity development projects, but community-based security
\nhighlighted more on security issues.<\/p>\n
BP PLC's vice president of government and public affairs for
\nIndonesia's office Satya W. Yudha said that for the Tangguh
\nplant, BP PLC had been committed to employ people from the
\nsurrounding communities, so they would have a sense of belonging
\nto Tangguh.<\/p>\n
\"According to Tangguh's Amdal (environmental impact
\nassessment), one member of every family living in villages
\ndirectly affected (by the Tangguh project) is entitled to work in
\nTangguh's construction project,\" he said.<\/p>\n
Tangguh LNG field is located offshore in Papua's Bintuni
\nregency, surrounded by seven villages.<\/p>\n
\"The construction of Tangguh, which will take 38 months, will
\nbe absorbed by an estimated 3,500 workers,\" said Satya without
\nmentioning how many surrounding community members would be
\nemployed in the construction work.<\/p>\n
He added that BP had also recruited 20 Papuan university
\ngraduate engineers to work at Tangguh when it begins operating in
\n2007.<\/p>",
