        "content": "<p>Bogor City (ANTARA) - The Special Committee (Pansus) of the Bogor\nCity Council in West Java has finalised discussions on the Draft\nRegional Regulation (Raperda) concerning Changes to Local Government\nAgencies (OPD) to promote bureaucratic efficiency and improved public\nservices in the area.<\/p>\n<p>Pansus Chairman Wishnu Ardiansyah in Bogor on Friday stated that\nthese changes form part of institutional reform with a \u201clean structure,\nrich function\u201d approach to make government performance more\neffective.<\/p>\n<p>He emphasised that the OPD changes are not merely administrative but\nare directed to have a real impact on the quality of services to the\ncommunity.<\/p>\n<p>\u201cThe Pansus ensures that these changes are not just administrative\nbut truly impact the improvement of services to the community,\u201d Wishnu\nsaid.<\/p>\n<p>One of the main changes is the adjustment of the status of the Bogor\nCity Public General Hospital (RSUD), which will no longer be a separate\nlocal agency but a special organisational unit under the Health\nDepartment.<\/p>\n<p>Additionally, RSUD restructuring will be carried out through\norganisational simplification, reduction of structural positions, and\nstrengthening of hospital service and management functions.<\/p>\n<p>In other sectors, the Bogor City Government is upgrading the status\nof the Department of Women\u2019s Empowerment and Child Protection as well as\nPopulation Control and Family Planning (DP3AP2KB) to Type A to bolster\ninstitutional capacity.<\/p>\n<p>This strengthening is deemed important to enhance women\u2019s and\nchildren\u2019s protection, accelerate handling of violence cases, and\nreinforce family planning and population control programmes.<\/p>\n<p>Changes are also being made in the infrastructure sector by upgrading\nthe Department of Public Works and Spatial Planning to Type A and\nrenaming it the Department of Public Works and Spatial Planning\n(PUTR).<\/p>\n<p>Additional Authority<\/p>\n<p>Meanwhile, the Department of Housing and Settlements is also being\nupgraded to Type A and renamed the Department of Housing, Settlement\nAreas and Land Affairs (DPKPP) with added authority over land\nmatters.<\/p>\n<p>With this authority, the relevant department will handle land\nacquisition for public interests, resolution of land disputes, and\nmanagement of settlement areas.<\/p>\n<p>The Pansus emphasises that institutional strengthening must be\naccompanied by accelerated services, including responding to complaints,\nspeeding up administration, and providing transparent service\ncertainty.<\/p>\n<p>All discussion outcomes have been aligned with facilitation from the\nWest Java Provincial Government and will next be brought to the Bogor\nCity Council Deliberative Body before being established in a plenary\nsession.<\/p>",
