The National Border Management Agency (BNPP) of the Republic of\nIndonesia has emphasised the importance of cross-sectoral coordination\nand synergy in managing national borders and developing border regions.\nThe Secretary of BNPP RI, Makhruzi Rahman, also urged for strengthened\ncoordination between central and regional governments, alongside the\nrefinement of border management regulations.<\/p>\n
\u201cThe complexity of challenges in border areas cannot be resolved by a\nsingle agency. It requires collaboration, commitment, as well as\nintegrated planning and programme implementation between ministries,\nagencies, and local governments,\u201d Makhruzi stated in Jakarta on\nFriday.<\/p>\n
These remarks were made during the Coordination Forum for the\nImplementation of the National Border and Border Area Management Action\nPlan (PBWN-KP) for 2026, held in Bandung on Thursday. Makhruzi viewed\nthe forum as a strategic step to align programme implementation and\npolicies across various sectors to accelerate integrated and sustainable\ndevelopment in border regions.<\/p>\n
He asserted that border management for the 2025\u20132029 period still\nfaces four strategic issues: equitable development of border areas, the\nresolution of national borders with neighbouring countries, the\nstrengthening of cross-border management, and increasing the\neffectiveness of institutional coordination among stakeholders.<\/p>\n
According to Makhruzi, development challenges in border areas are\nstill dominated by limited connectivity infrastructure, transportation,\ntelecommunications access, and the provision of basic services in\nunderdeveloped, frontier, and outermost regions. Regarding national\nborders, Indonesia is still working to resolve several border segments\nwith Malaysia and Timor-Leste, including managing the social impacts\nfollowing the resolution of Outstanding Boundary Problems (OBP) in\nSimantipal, Sebatik Island.<\/p>\n
Furthermore, the monitoring of unofficial routes that could be\nexploited for transnational crimes is a serious concern, alongside the\naccelerated construction of Integrated Border Posts (PLBN), including\ncarry-over projects and proposals for new posts.<\/p>\n
He explained that the implementation of the 2026 PBWN-KP Action Plan\nis legally grounded through BNPP Head Regulation Number 2 of 2026. This\nregulation serves as a common guideline for border area development\nwhile strengthening the functions of coordination, synchronisation, and\npolicy control.<\/p>\n
In 2026, Makhruzi noted, there are 552 programmes and activities to\nbe implemented by 29 ministries\/agencies across 18 border provinces,\nwith a total budget allocation reaching Rp11.3 trillion. This figure\nrepresents an increase of approximately 77.46 per cent compared to the\n2025 allocation of Rp6.4 trillion, reflecting the government\u2019s growing\nfocus on accelerating border area development.<\/p>\n
He also revealed that the three ministries with the largest budget\nallocations in the 2026 PBWN-KP Action Plan are the Ministry of Social\nAffairs with Rp4.29 trillion for social protection programmes, the\nMinistry of Public Works with Rp3.93 trillion for strategic\ninfrastructure development, and the Ministry of Agriculture with\nRp949.29 billion to support agricultural development and food security\nin border regions.<\/p>\n
Makhruzi expressed hope that this coordination forum would build a\nshared understanding among all ministries, agencies, and local\ngovernments regarding policy direction, division of roles, and\nindividual responsibilities in executing the 2026 Action Plan.
