        "content": "<p>Deputy for Border Area Potential Management at BNPP RI, Inspector\nGeneral of Police Edfrie R. Maith, stated that the IPKP measurement\nserves as the basis for synchronising cross-ministerial and agency\nprogrammes to accelerate border area development. \u201cThis IPKP measurement\nis not only an evaluation instrument but also a strategic step to ensure\nthat border area development is on target and can improve community\nwelfare,\u201d he said in a written statement on Thursday (7\/5\/2026). He\nexplained that the Tou Lumbis area has significant natural resource\npotential, ranging from seaweed, palm oil, blue sapphire gemstones, to\ncassava. However, this potential is assessed as not yet providing\noptimal added value because most production outputs are still marketed\nin raw form. According to him, developing downstream processing is an\nimportant solution to enhance the economic competitiveness of border\ncommunities. BNPP RI is encouraging the processing of local commodities\ninto higher-value products, such as processed seaweed and tapioca flour\nfrom cassava. \u201cThe Tou Lumbis area has great economic opportunities.\nTherefore, it is necessary to promote the development of industries\nbased on local potential through improved production quality, community\ntraining, and strengthened raw material sustainability to attract\ninvestment and open export opportunities,\u201d he added. BNPP RI also\nhighlighted the high dependence of communities on products from Sabah,\nMalaysia, especially for basic needs. This situation is exacerbated by\nthe circulation of illegal goods, which is seen to impact border area\neconomic growth. Edfrie assessed that strengthening regulations and\nexport-import governance is an important step to make the flow of goods\nin border areas more controlled and to favour local products. In\naddition to economic issues, BNPP RI noted that illegal cross-border\nactivities remain prevalent, including non-procedural migrant workers\nutilising unofficial routes or \u2018rat paths\u2019. Limitations in monitoring\nfacilities, such as the unavailability of patrol boats and adequate\nimmigration facilities, also pose challenges to border control.\n\u201cStrengthening the roles of the TNI, Police, and Immigration must be\naccompanied by adequate facility and infrastructure support so that\nborder area monitoring can operate optimally,\u201d Edfrie emphasised. On the\nother hand, BNPP RI assessed that basic services in Tou Lumbis are still\nlimited, from access to health and education to supporting\ninfrastructure such as roads and docks. This area is also prone to\nflooding and landslides, requiring special attention, including\nrelocation plans in high-risk zones. As follow-up actions, BNPP RI is\npreparing several strategic steps, starting from training and\ncertification for seaweed processing, developing industries based on\nlocal potential through collaboration with the private sector and CSR,\nimproving the quality of uninhabitable houses (RTLH), providing health\npersonnel in border management post areas (PLBN), to strengthening human\nresource capacity through educational partnerships and special quotas.\nBNPP RI will also push for accelerated downstream processing of flagship\ncommodities through technological support, financing, and partnerships,\nwhile strengthening cross-sector coordination to ensure effective\nprogramme synchronisation. Meanwhile, the Head of the Nunukan Regency\nBorder Area Management Agency (BPPD), Robby Nahak Serang, welcomed the\nimplementation of the IPKP measurement conducted directly by the BNPP RI\nteam in the field. \u201cTou Lumbis is one of the strategic areas on the\nIndonesia-Malaysia border. We in the region certainly welcome this IPKP\nmeasurement as an evaluation instrument as well as a mapping of future\ndevelopment needs,\u201d he said.
