        "content": "<p>The Indonesian National Border Management Agency (BNPP) has recorded\na significant increase in its Bureaucratic Reform (RB) achievements for\n2025. Based on the results of the Bureaucratic Reform Implementation\nEvaluation conducted by the Ministry of Administrative and Bureaucratic\nReform (PAN-RB), the BNPP obtained a Bureaucratic Reform Index of 81.48,\nfalling into the A- category (satisfactory with notes). This achievement\nrepresents a 7.6-point increase compared to 2024, when the agency\nreceived a score of 73.88 under the \u2018BB\u2019 category.<\/p>\n<p>The evaluation results were communicated via a letter from the Deputy\nfor Bureaucratic Reform, Apparatus Accountability, and Supervision of\nthe Ministry of PANRB. The evaluation aimed to assess progress in\nimplementing bureaucratic reform to realise effective, agile, and\ncollaborative digital governance, as well as a \u2018Ber-AKHLAK\u2019 bureaucratic\nculture with professional civil servants.<\/p>\n<p>The Head of the Bureau of Legal, Organisation, and Personnel at BNPP,\nBelly Isnaeni, expressed appreciation for the hard work of all personnel\nwho contributed to accelerating bureaucratic reform within the BNPP.\n\u201cThis achievement is the result of the commitment and collective effort\nof all BNPP employees in building a more professional, accountable, and\nservice-oriented bureaucracy. The A- predicate serves as evidence that\nthe organisational governance improvements implemented thus far have\nyielded positive results,\u201d he stated.<\/p>\n<p>Belly noted that the increase in the BNPP\u2019s RB score was driven by\npositive achievements across several strategic indicators. The BNPP\nsuccessfully obtained a 100 per cent score from the Audit Board of\nIndonesia (BPK), a Public Satisfaction Survey score of 91.69, a Legal\nReform Index of 99.50, and a Development Planning Index of 98.36.\nAdditionally, the follow-up on BPK audit recommendations at 81.65 per\ncent and the Integrity Assessment Survey at 81.03 per cent contributed\nto the improvement of the agency\u2019s performance.<\/p>\n<p>In terms of Integrity Zone development, the BNPP also achieved the\nCorruption-Free Area (WBK) predicate at the Entikong and Motamasin\nIntegrated Border Posts (PLBN). These achievements were supported by the\nimplementation of Thematic Bureaucratic Reform, which focuses on\nnational development priorities. Throughout 2025, the BNPP supported\nthematic reforms through efforts contributing to poverty alleviation,\ninvestment enhancement, accelerated downstreaming, food security\nstrengthening, and improving the quality and access to healthcare and\neducation, particularly in border areas.<\/p>\n<p>\u201cBureaucratic reform is not just about improving the internal\nprocesses of an organisation, but also about how the bureaucracy can\ndeliver a real impact on society. Therefore, various programmes run by\nthe BNPP are continuously directed towards supporting the welfare of\nborder communities and accelerating the development of national border\nregions,\u201d he added.<\/p>\n<p>Despite the significant increase, the evaluation results included\nseveral notes for future improvement. Areas requiring further\nstrengthening include the Government Internal Control System (SPIP), the\nenhancement of public complaint management through SP4N-LAPOR!, the\nstrengthening of goods and services procurement governance, and the\nimprovement of sectoral statistics quality. In response, the BNPP\nreaffirmed its commitment to following up on all recommendations\nprovided by the Ministry of PANRB as part of its continuous improvement\nefforts.<\/p>",
