The National Border Management Agency of the Republic of Indonesia\n(BNPP RI) facilitated an audience with the Deputy Regent of Karimun,\nRocky Marciano Bawole, on Friday (18\/09\/2026). The meeting addressed the\nacceleration of infrastructure development and the fulfilment of basic\ncommunity needs in the border area of Karimun Regency, Riau Islands.<\/p>\n
This audience was part of the coordination between BNPP RI and the\nlocal government to discuss development priorities for Karimun. The\ndiscussions covered basic services, connectivity, the strengthening of\nthe community economy, and security within the border region.<\/p>\n
BNPP RI Secretary Makhruzi Rahman stated that meeting basic needs,\nparticularly access to clean water and electricity, is a crucial aspect\nof managing border areas. This aligns with BNPP RI\u2019s mandate to\ncoordinate the fulfilment of basic community needs on border\nislands.<\/p>\n
\u201cAll regional priorities, especially in border areas, are\nfundamentally the same. This concerns basic services, water, and\nelectricity. Under the Border Law, BNPP also coordinates the fulfilment\nof basic needs on border islands,\u201d Makhruzi said in a statement on\nFriday (18\/09\/2026).<\/p>\n
During the session, Makhruzi presented the targets and achievements\nof the 2026 Action Plan for the Management of National Border Areas and\nBorder Regions (BWN-KP) for Karimun Regency. The discussed programmes\ninclude the rehabilitation and renovation of schools, the construction\nof government facilities in border areas, the development of Raja Haji\nAbdullah Karimun Airport, and the expansion of the agricultural and\nplantation sectors.<\/p>\n
Beyond development, BNPP RI also highlighted several border\nmanagement issues in Karimun. These include the mobility of Indonesian\nMigrant Workers (PMI), illegal crossings via unofficial routes or ports,\nand the potential for human trafficking (TPPO) and the smuggling of\ngoods, such as narcotics, cigarettes, ammunition, and tin sand.<\/p>\n
Makhruzi emphasised the need to strengthen the security sector to\nanticipate various illegal activities while ensuring that the movement\nof people and goods in the border area complies with regulations.<\/p>\n
From the local government\u2019s perspective, Deputy Regent of Karimun\nRocky Marciano Bawole presented six flagship development programmes for\nKarimun Regency. These include increasing economic growth and reducing\nregional inequality, improving the quality of human resources in\nreligion, education, and health, creating 5,000 jobs, enhancing\nconnectivity, fulfilling basic water and electricity needs, and\nimproving the quality of public services.<\/p>\n
Rocky noted that Karimun possesses several economic potentials that\ncan be developed, including maritime industry, manufacturing,\nconstruction, and services, international trade and logistics, tourism,\ncreative economy, MSMEs, fisheries and marine sectors, as well as metal\nand rock mineral mining.<\/p>\n
As a region bordering Malaysia and Singapore via the Malacca Strait,\nKarimun holds a strategic position for international shipping\nactivities, industry and logistics, cross-border economic cooperation,\nand the development of the marine and fisheries sectors.<\/p>\n
To support development in 2027, the Karimun Regency Government has\nproposed several priority programmes, including the construction of\nsewage sludge treatment plants and supporting transport facilities, as\nwell as new piping networks for the Drinking Water Supply System (SPAM).\nOther proposals include the revitalisation of the Sri Karimun Market,\n500 metres of coastal protection at Pongkar, and the construction of\ncommunal Solar Power Plants (PLTS).<\/p>\n
Further proposals include the upgrading of national roads on Karimun\nIsland, increasing maritime fleets, providing sea ambulance speedboats,\ninstalling street lighting in the Moro and Meral Barat districts,\nconstructing a seawall\/SWRO in Tokong Hiu, developing the Tokong Hiu\nNavy Post, building elementary schools in Karimun and Tebing, procuring\n3,000-litre capacity fire engines, and constructing swimming pools.<\/p>\n
The audience served as a coordination space for BNPP RI and the\nKarimun Regency Government to align regional development needs with the\nborder management agenda.
