        "content": "<p>The National Disaster Management Agency (BNPB) has proposed that\nevery district and city in Indonesia have its own logistics warehouse as\na buffer stock of emergency aid. The move is intended to allow local\ngovernments to provide instant assistance in the first hours after a\ndisaster occurs, without having to wait for deliveries from the central\ngovernment.<\/p>\n<p>BNPB Chief Lieutenant General TNI Suharyanto said the urgency of\nstrengthening regional logistics was highlighted by the handling of the\nearthquake in East Nusa Tenggara (NTT). He noted that many Regional\nDisaster Management Agencies (BPBD) were unable to respond quickly\nbecause their logistics warehouses were empty.<\/p>\n<p>\u201cFirst, when the earthquake occurred yesterday, the region could not\ndo anything. Why? Because the BPBD logistics warehouses were empty,\u201d\nSuharyanto said while reporting to President Prabowo Subianto on\nWednesday (26\/8).<\/p>\n<p>Suharyanto explained that although BNPB strives to arrive at disaster\nsites within 1x24 hours, the process of shipping large quantities of\nlogistics from the centre still takes time. This delay often creates a\nnegative perception among the public that the government is absent, when\nin fact aid is already on its way.<\/p>\n<p>With stock available in the regions, district and city governments\ncan immediately distribute basic necessities such as food, blankets and\ntents. BNPB would then enter at the next stage to strengthen\ndistribution and increase logistics volume.<\/p>\n<p>President Prabowo Subianto responded positively to the proposal. The\nPresident stressed that the scheme should not only be applied in\ncurrently affected areas, but should be calculated nationally to ensure\nuniform preparedness across all provinces.<\/p>\n<p>\u201cIn that case, I think it is a good suggestion. Let us calculate it\nnationally for every province, so that governors have warehouses and\nfood preparedness,\u201d President Prabowo said.<\/p>\n<p>Suharyanto emphasised that this strengthening is crucial because BNPB\ndoes not have a direct command relationship with BPBD. Currently, BNPB\u2019s\ncapacity at the centre is very strong, but instruments at the governor\nand regent level remain weak in terms of ready-to-distribute physical\naid.<\/p>\n<p>Through this buffer stock scheme, local governments are positioned as\nthe first responders in meeting residents\u2019 basic needs, while the\ncentral government through BNPB acts as a supporter of large-scale\nlogistics strength.<\/p>",
