Beyond enhancing\nlaw enforcement capacity, this collaboration supports the handling of\ncases involving Indonesian citizens abroad through coordination with\nrelevant ministries and agencies.<\/p>\n<p>Perwakilan Deputi Bidang Hukum dan Kerja Sama BNN RI, Rini, explained\nthat the Deputy for Law and Cooperation oversees two complementary\ndirectorates: the Directorate of Law and the Directorate of Cooperation.\nThe Directorate of Law is tasked with drafting legislation to provide a\nlegal foundation for all BNN actions, while also offering legal\nassistance when the agency faces lawsuits during law enforcement\noperations.<\/p>\n<p>For national cooperation, BNN employs a pentahelix approach involving\ngovernment, business, academia, media, and community groups to support\nanti-drug programmes. Internationally, BNN actively collaborates with\nforeign law enforcement agencies and international organisations. One\nimplementation of this is a partnership with Russia\u2019s Ministry of\nInternal Affairs, which has provided investigative interviewing training\nfor BNN investigators, with further training on drone assembly planned\nfor 2027.<\/p>\n<p>BNN also engages in international cooperation to boost capacity in\nhandling money laundering, cybercrime, and cryptocurrency abuse within\ndrug networks, as well as canine unit training. The agency works with\nthe United Nations Office on Drugs and Crime (UNODC) on rehabilitation\nand drug abuse prevention programmes. These international ties are\ncrucial for uncovering transnational drug networks, with BNN regularly\ncoordinating with foreign law enforcement to investigate smuggling cases\nand pursue fugitives abroad, such as in the Dwi Astuti case handled in\ncooperation with Cambodian police.<\/p>\n<p>Regarding the protection of Indonesian citizens involved in drug\ncases overseas, Rini stressed that the primary authority lies with the\nMinistry of Foreign Affairs through its diplomatic representatives, not\nBNN. She noted that any individual committing a crime in a foreign\ncountry is subject to that country\u2019s laws, a principle that applies\nreciprocally to foreign nationals in Indonesia.
