        "content": "<p>JAKARTA \u2014 The Ministry of Investment and Downstreaming\/Investment\nCoordinating Board (BKPM) has confirmed it will communicate with Chinese\nautomotive investor BYD to resolve issues of civil organisation (ormas)\nthuggery disrupting the construction of its factory in Subang, West\nJava.<\/p>\n<p>\u201cToday we will try to contact our colleagues at BYD to find out the\nsituation,\u201d said Deputy for Investment Promotion at the Ministry of\nInvestment and Downstreaming\/BKPM, Nurul Ichwan, in Jakarta on Wednesday\n(23\/4), as reported by Antara.<\/p>\n<p>He said that after establishing communication with BYD, BKPM would\ncoordinate with the Anti-Thuggery Task Force to ensure the disruptive\nactivities are handled effectively.<\/p>\n<p>Furthermore, BKPM has consistently stated that thuggery and illegal\nlevies are highly disruptive not only to business comfort but would also\ndamage Indonesia\u2019s investment climate image internationally.<\/p>\n<p>\u201cAnyone could pick up the narrative that Indonesia is unsafe, that\nIndonesia has a thuggery problem,\u201d he said.<\/p>\n<p>Nurul Ichwan noted that in the current global economic conditions,\nIndonesia should be enhancing its competitiveness to more easily attract\nforeign investors. \u201cIn the current situation, attracting investment is\nnot easy \u2014 all countries are becoming more protectionist,\u201d he said.<\/p>\n<p>Reports of ormas thuggery at the Chinese electric vehicle\nmanufacturer\u2019s factory were previously raised by Deputy Chairman of the\nPeople\u2019s Consultative Assembly (MPR) Eddy Soeparno.<\/p>\n<p>\u201cThere were problems related to ormas thuggery disrupting the\nconstruction of BYD\u2019s production facilities in Subang,\u201d Eddy revealed\nthrough a video post on Instagram, quoted on Wednesday (23\/4).<\/p>\n<p>Eddy disclosed that the construction of BYD\u2019s factory in Subang, West\nJava, had been disrupted by ormas thuggery. He learned of this during an\ninvitation from the Chinese Government as part of a visit to Shenzhen,\nChina.<\/p>\n<p>\u201cThe government needs to be firm in handling this problem. We cannot\nallow investors to come to Indonesia and feel they have no security\nguarantees \u2014 the most fundamental requirement for investment to enter\nIndonesia,\u201d he added.<\/p>\n<p>BYD\u2019s major investment in an integrated smart city for industrial and\ncommercial purposes in Indonesia, Subang Smartpolitan, is predicted to\nbecome a significant catalyst for economic growth. BYD is reportedly set\nto invest up to Rp11.7 trillion.<\/p>\n<p>Separately, Chairman of the Indonesian Electric Vehicle Industry\nAssociation (Periklindo) Moeldoko expressed support for the Governor of\nWest Java in stamping out thuggery that could disrupt investment. He\nspecifically referenced the thuggery case affecting the construction of\nBYD\u2019s manufacturing facility in Subang, West Java.<\/p>\n<p>\u201cI support what the Governor of West Java is doing \u2014 just stamp it\nout,\u201d said Moeldoko, as reported by Antara on Tuesday (22\/4).<\/p>\n<p>The former Presidential Chief of Staff lamented the thuggery\naffecting the construction of what is anticipated to become the largest\nautomotive factory in ASEAN.<\/p>\n<p>\u201cWe cannot have unemployment rising whilst, ironically, on the other\nside we need job opportunities, and when someone (an investor) comes\noffering those opportunities, they are disrupted by others. This is\nsimply wrong,\u201d he explained.<\/p>\n<p>According to him, rather than causing disruption, the public should\nplay a role in creating a favourable investment climate, as the presence\nof investment would open new employment opportunities.<\/p>\n<p>\u201cI urge that amid a business climate requiring attention, all of us \u2014\nthe Indonesian public \u2014 must create a good investment climate,\u201d he\nadded.<\/p>\n<p>He noted that the EV factory would not only create thousands of new\njobs but also enhance technology transfer and expertise in EV\nmanufacturing. This would drive growth in supporting industries within\nthe EV sector and even open new opportunities for local companies to\nparticipate in the global EV supply chain.<\/p>\n<p>BYD plans to build a comprehensive EV ecosystem at Subang\nSmartpolitan, including a research and development centre and training\nfacilities equipped with the latest energy-efficient and environmentally\nfriendly technology.<\/p>\n<p>Currently, BYD\u2019s factory site covers 108 hectares and the company has\ndecided to expand to 126 hectares. BYD Indonesia plans to increase\nproduction capacity from an initial 150,000 units per year, with plans\nto develop battery facilities and premium Plug-in Hybrid Electric\nVehicle (PHEV) production early next year.<\/p>\n<p>The production capacity expansion is planned to increase the total\nworkforce from 8,700 to 18,814 people. The factory is targeted to begin\ncommercial production in early 2026.<\/p>",
