Indonesia's Investment Coordinating Board (BKPM) has been granted the authority to automatically issue business permits if relevant ministries fail to respond within a 10-day deadline. This measure, part of Government Regulation No. 28, aims to eliminate bureaucratic delays that previously extended processes to three months. The government is also integrating the OSS system with blockchain and AI to enhance transparency and predictability for investors.

Investment and Downstreaming Minister Rosan Roeslani has stated that
the Investment Coordinating Board (BKPM) can independently issue
business permits if the relevant ministries do not provide a decision
within a 10-day period. This policy, established under Government
Regulation No. 28, is designed to reduce the uncertainty that has been a
major complaint among investors. Previously, the service level agreement
(SLA) was only a recommendation, causing permits that should have been
completed in 10 days to be delayed for up to three months. By making the
deadline binding, the government aims to make the licensing process more
predictable and boost investor confidence, ensuring that investment
opportunities are not lost due to slow bureaucracy.

To further support this, the government is integrating the Online
Single Submission (OSS) system with 18 ministries and agencies and plans
to strengthen the platform with blockchain and artificial intelligence.
Blockchain technology will provide an immutable audit trail, increasing
transparency, while AI will automatically verify document completeness
and accelerate workflows. This integration is expected to reduce
administrative burdens and allow real-time monitoring by all
stakeholders.

Despite global economic volatility, Minister Roeslani emphasised that
Indonesia’s internal rate of return (IRR) remains competitive compared
to other ASEAN nations. The combination of attractive returns, a stable
economic and political environment, and ongoing regulatory reforms makes
Indonesia a prime destination for long-term investors seeking
sustainable growth opportunities.
",
