        "content": "<p>Deputy Home Affairs Minister (Wamendagri) Bima Arya Sugiarto has\naffirmed the Ministry of Home Affairs\u2019 (Kemendagri) support for\nstrengthening the system for handling violence against women and\nchildren in the regions.<\/p>\n<p>According to Bima, strengthening the system is necessary so that case\nhandling does not depend solely on personal initiative, but can operate\nin an integrated and sustainable manner.<\/p>\n<p>He said this is important given that the issue of violence against\nchildren, women, and sexual violence has become a major concern for\nregional governments.<\/p>\n<p>Bima made the remarks during a coordination meeting on the\nimplementation of a pilot programme for integrated services for women\nand children at the Ministry of Law in Jakarta on Monday (10\/8).<\/p>\n<p>\u201cIf we look at what is different about the system that the Deputy\nMinister [for Women\u2019s Empowerment and Child Protection] has initiated,\nthere is a kind of systemic force that compels action, not just\ninitiatives alone, but there are cases [of violence] that the system\nitself requires to be prioritised or resolved,\u201d Bima said.<\/p>\n<p>In line with these efforts, regional governments have been\nimplementing the mandate of Law Number 12 of 2022 on the Crime of Sexual\nViolence, including by encouraging the establishment of Regional\nTechnical Implementation Units for the Protection of Women and Children\n(UPTD PPA) in all provinces, regencies, and cities across Indonesia.<\/p>\n<p>However, in practice, a number of challenges still need to be\naddressed, particularly in ensuring that the handling system can operate\neffectively and sustainably.<\/p>\n<p>For this reason, strengthening the system in the regions is not\nenough through institutional establishment alone, but also needs to be\nsupported by adequate resources and financing.<\/p>\n<p>In this context, Bima affirmed the Ministry of Home Affairs\u2019 support\nfor strengthening an integrated handling system in the regions. This\nsupport is provided through guidance and supervision, including ensuring\nthe budgeting aspects and strengthening the legal foundations that\nunderpin programme implementation in the regions.<\/p>\n<p>\u201cIt is already part of the Ministry of Home Affairs\u2019 role to\nsupervise, guide, and ensure whether the budget has been allocated or\nnot,\u201d he added.<\/p>\n<p>Furthermore, Bima said that if the system is to be replicated in the\nregions, a more in-depth study is needed that takes into account the\nneeds of each region. According to him, regulatory aspects and regional\nfinancing capacity need to be an important part of determining the\nreadiness for programme replication.<\/p>\n<p>\u201cBut the most fundamental issue today is more about the availability\nof budget from the regional budgets (APBD) in the regions. So the extent\nto which, if we want to replicate this in the regions based on a clear\nlegal foundation, this must be studied more deeply depending on the\nneeds of each region,\u201d he concluded.<\/p>",
