        "content": "<p>The Deputy Minister of Home Affairs, Bima Arya Sugiarto, has\nemphasised that the government cannot unilaterally revoke the permits of\nmass organisations (ormas) without a strong legal basis. The process of\nrevoking legality must be preceded by proof of violations against the\nstate foundation, the constitution, or prevailing laws and\nregulations.<\/p>\n<p>Bima revealed that, to date, the Ministry of Home Affairs\n(Kemendagri) has not received any official reports from the public\nregarding mass organisations deemed to be causing unrest for further\nfollow-up. So far, information received has been limited to monitoring\nthrough mass media reports.<\/p>\n<p>\u201cOfficially, there are none. We are only monitoring through the\nmedia,\u201d Bima Arya stated when met at Graha Marinir, Jakarta, on Tuesday\n(1\/9).<\/p>\n<p>He explained that the handling of mass organisations depends heavily\non the legal status of the organisation. The government needs to verify\nwhether the organisation in question is a registered organisation or has\nattained legal entity status.<\/p>\n<p>This difference in status, Bima continued, determines which ministry\nhas the authority to take administrative action. Registered\norganisations fall under the authority of the Ministry of Home Affairs,\nwhile organisations with legal entity status fall under the jurisdiction\nof the Ministry of Law.<\/p>\n<p>\u201cThere will be a process later at the Ministry of Law, but there must\ncertainly be proof first, whether there are violations of the state\nfoundation, the constitution, and so on,\u201d he asserted.<\/p>\n<p>Bima emphasised that public unrest or allegations circulating in\nsociety cannot serve as the sole basis for dissolution. Legal mechanisms\nremain the primary authority in determining the legal fate of an\norganisation.<\/p>\n<p>\u201cOnce again, the process requires us to check first whether this\norganisation is registered or a legal entity. If it is a legal entity,\nthere is a legal process involved in accordance with the law,\u201d he\nconcluded.<\/p>",
