        "content": "<p>BIDDING FAREWELL:<\/p>\n<p>Hasan Basri Durin (right) shakes hands with Minister of Home<br>\nAffairs Surjadi Soedirdja after handing over the authority of the<br>\nNational Land Agency (BPN).<\/p>\n<p>After the handover ceremony, Surjadi said here on Wednesday he<br>\nintends to accelerate the transfer of authority in land affairs<br>\nfrom the central agency to regional agencies in line with the<br>\nplanned implementation of regional autonomy.<\/p>\n<p>\"Land affairs will entirely become the authority of the<br>\nregional agencies as soon as we finalize our internal<br>\nrestructuring in the agency,\" Surjadi said.<\/p>\n<p>He said the central agency would then function only as a<br>\npolicy maker and merely set guidelines for regional agencies.<\/p>\n<p>Hasan Basri, former West Sumatra Governor, was appointed head<br>\nof the agency by then president B.J. Habibie. He now retires.<\/p>\n<p>In Wednesday's ceremony, Surjadi said regional agencies would<br>\nhave full rights to modify or develop policies and guidelines<br>\nfrom the central agency, depending on their local circumstances.<\/p>\n<p>\"This is all due to the demands from the people for wider<br>\nautonomy for regional administrations,\" Surjadi said.<\/p>",
