        "content": "<p>Bank Indonesia (BI) officially launched the expansion of the 0%\nMerchant Discount Rate (MDR) for QRIS and the implementation of the\nKartu Kredit Indonesia (KKI) for the retail segment on Monday, 17 August\n2026. The programme was announced at the BI office in Central Jakarta\ntogether with BI\u2019s Acting Governor, Destry Damayanti, and all members of\nthe BI Board of Governors.<\/p>\n<p>On the occasion, Destry Damayanti said that, coinciding with the 81st\nanniversary of the independence of the Republic of Indonesia, BI was\ndemonstrating an important step in the journey of the National Payment\nSystem. This commitment was realised through the launch of the expanded\n0% MDR QRIS policy and the implementation of the Kartu Kredit\nIndonesia.<\/p>\n<p>\u201cThis is in line with the pillars of the 2030 Indonesian Payment\nSystem blueprint and the government\u2019s Asta Cita that BI will continue to\nencourage the system to become a driver of inclusive, efficient, and\nsustainable economic growth,\u201d she said at the launch in Jakarta.<\/p>\n<p>She assessed that amid global economic dynamics still filled with\nuncertainty and challenges to people\u2019s purchasing power, joint steps\nfrom stakeholders were needed to maintain the momentum of national\neconomic growth. On the other hand, the increasingly digital behaviour\nof society has demanded that the payment system continue to develop\nadaptively, inclusively, safely, and prudently so that it can answer the\nvarious needs of the community and ultimately support national economic\nstability.<\/p>\n<p>According to her, the payment system is not merely a means of\ntransaction, but is the lifeblood of economic activity that connects the\npublic with businesses, connects innovation with productivity, and\nconnects trust with economic growth.<\/p>\n<p>\u201cTherefore, every advancement in the payment system must lead to one\ngoal, namely a pro-growth policy that provides real benefits for the\npublic while strengthening the resilience and competitiveness of the\nnational economy. Departing from this spirit, Bank Indonesia is\nlaunching two complementary policies to strengthen public consumption,\nimprove transaction efficiency, and accelerate the digital economy,\u201d she\nexplained.<\/p>\n<p>The first BI policy is the expansion of the 0% MDR QRIS policy for\ntransactions up to Rp100,000 across all merchant categories, while the\n0% MDR QRIS for micro business category remains valid for transactions\nup to Rp500,000. The expansion of the 0% MDR QRIS will take effect from\n1 October 2026. This policy will provide room for transaction cost\nefficiency for business actors so that the benefits of the digital\neconomy are broader and more inclusive, thereby supporting the\nstrengthening of people\u2019s purchasing power.<\/p>\n<p>In addition, the expansion of the 0% MDR QRIS is expected to\nencourage acceptance and an increase in QRIS transaction volume, expand\npayment digitalisation across various business segments, and support\nincreased economic activity and public spending.<\/p>\n<p>The second policy is the implementation of the Kartu Kredit Indonesia\nas an efficient, prudent, and integrated alternative domestic deferred\npayment instrument with the national payment system infrastructure. The\npresence of this domestic scheme will provide broader space for business\nactors to enter the digital ecosystem while providing an alternative\ncredit facility to support public consumption.<\/p>\n<p>Destry further explained that these policies are a tangible\nmanifestation of BI\u2019s contribution together with national payment system\nstakeholders as well as an independence gift for the Indonesian nation.\nAs a result, this policy is built on the principle of balance that\nprovides benefits for the public, opens room for growth for merchants,\nand creates new opportunities for payment system service providers while\nmaintaining industry sustainability.<\/p>\n<p>After the launch, Head of BI\u2019s Payment System Policy Department, Ryan\nRizaldy, said that BI continues to encourage increased transaction\nefficiency, expanded access to digital payments, and the provision of\nincreasingly diverse domestic payment instruments. This step is taken to\nprovide greater room for the public to transact safely, easily, and\nefficiently while strengthening national economic activity.<\/p>\n<p>\u201cStarting 1 October 2026, Bank Indonesia is expanding the 0% Merchant\nDiscount Rate QRIS policy that applies to all merchant categories for\ntransactions up to Rp100,000,\u201d Ryan said.<\/p>\n<p>He said this policy is an expansion of the policy that has so far\nbeen given to micro businesses and certain merchant categories such as\ngovernment, BLU or PSO, and national donations. As a result, the\nexpansion of the 0% MDR QRIS policy is expected to reduce the cost\nburden for merchants while encouraging QRIS acceptance. Thus, the\ndigital economy will be more inclusive and provide greater benefits for\nbusiness actors and all levels of society.<\/p>\n<p>BI together with the Indonesian Payment System Association (ASPI)\nalso launched the Kartu Kredit Indonesia. In this case, the Indonesian\nPayment System Industry is presenting an alternative payment instrument\nwith a deferred payment mechanism domestically that is efficient,\nprudent, and integrated with the national payment system\ninfrastructure.<\/p>\n<p>Ryan said the development of the Kartu Kredit Indonesia is also\ndirected at strengthening and supporting the development of Indonesia\u2019s\ndigital financial ecosystem. The Kartu Kredit Indonesia as an\nalternative payment instrument expands the payment instruments that can\nbe used by the public and accepted by business actors, thereby\nsupporting increased domestic economic activity.<\/p>",
