The National Nutrition Agency (BGN) has identified that several Nutrition Fulfilment Service Units (SPPG) in Tulungagung, East Java, fail to meet the required minimum of 15 suppliers for raw materials, aimed at preventing monopolistic practices in procurement. Monitoring revealed some units operating with only three to five suppliers, alongside deficiencies in infrastructure such as inadequate wastewater treatment and proximity to livestock pens. BGN plans to prioritise improvements in menu quality, facilities, and human resources by 2026 to ensure the Free Nutritious Meals programme meets nutritional standards.

Tulungagung, East Java (ANTARA) - The National Nutrition Agency (BGN)
has found that several Nutrition Fulfilment Service Units (SPPG) in
Tulungagung Regency, East Java, do not comply with the minimum number of
raw material suppliers stipulated, namely 15 suppliers.

Coordinator of BGN for the Tulungagung Region, Sebrina Mahardika,
said on Monday that based on monitoring and evaluation results, there
are still SPPG with only three to five suppliers.

“According to instructions from the centre, every SPPG must have at
least 15 suppliers to prevent monopolistic practices in supplier
appointments,” she said in Tulungagung.

She explained that each SPPG is supervised by three BGN staff: the
head of the SPPG, accounting personnel, and a nutrition supervisor, who
are tasked with ensuring operations run according to standard operating
procedures (SOP).

According to Sebrina, in 2026 BGN will prioritise strengthening the
quality of menus for the Free Nutritious Meals (MBG), facilities and
infrastructure, as well as human resources in every SPPG.

BGN, she continued, has asked field staff to monitor the quality of
raw materials and issue warnings if non-standard materials are
found.

“Staff can also recommend better-quality suppliers to maintain
nutritional standards,” she stated.

In addition to the supplier number issue, BGN also found several
shortcomings in facilities and infrastructure at some SPPG.

Some of these include inadequate wastewater treatment installations
(IPAL), lack of water tanks and filters, and the use of water from
refill depots.

“There are also SPPG located near livestock pens, which is a note for
future improvements,” said Sebrina.

She hopes that in the future, all SPPG in Tulungagung can meet the
set standards, both in terms of the number of suppliers and the
completeness of supporting facilities.
",
