        "content": "<p>The National Nutrition Agency (BGN) has provided clarification\nregarding the procurement of 21,801 electric motorcycle units, which was\npreviously rejected by Finance Minister Purbaya Yudha Sadewa. BGN stated\nthat the budget was temporarily blocked and the block was lifted in\nOctober 2025.<\/p>\n<p>Citing detikFinance, BGN Head Dadan Hindayana claimed that the entire\nelectric motorcycle procurement process complied with regulations. He\nexplained that the BGN budget in the 2025 State Revenue and Expenditure\nBudget (APBN) included provisions for two-wheeled motorcycles.<\/p>\n<p>\u201cI need to clarify this. In the APBN, the BGN budget includes the\nprocurement of two-wheeled motorcycles, and until October, the funds\nwere in a blocked status. The block was lifted in October,\u201d Dadan said\nin an exclusive interview with detikcom, quoted on Friday\n(24\/4\/2026).<\/p>\n<p>Dadan stated that BGN could not handle the procurement process alone.\nHe also dismissed rumours that the electric motorcycle procurement for\nthe Free Nutritious Meals (MBG) programme was conducted unilaterally\nwithout the Ministry of Finance\u2019s approval.<\/p>\n<p>\u201cYou should know that in state financial management, we cannot act\nalone. We cannot act alone. So everything in the planning certainly\nrequires approval. When unblocking, there is approval. When executing,\nthere is approval. So for state budget management, you are never alone.\nIt\u2019s impossible to do it alone,\u201d he said.<\/p>\n<p>Dadan noted that, besides the Ministry of Finance, the budget\nunblocking process was conducted through a tripartite forum involving\nthe Ministry of National Development Planning\/National Development\nPlanning Agency (PPN\/Bappenas).<\/p>\n<p>\u201cWhen the budget is available, it must then be made accessible, and\nto make it accessible, the block must be lifted. When lifting the block,\nthere is a tripartite forum (between) the Ministry of Finance, Bappenas,\nand BGN,\u201d he said.<\/p>\n<p>\u201cSo those three parties agree that the block can be lifted.
