Better implementation of housemaid ruling urged<\/p>\n
JAKARTA (JP): An Indonesian Women's Congress executive has
\nstressed the importance of improved implementation of the Jakarta
\nAdministration's housemaids welfare legislation.<\/p>\n
\"Regulation No.3\/1993 is already ideal as it consists of
\ntechnical instructions on how to protect and raise housemaids,\"
\nAniswati, the head of the Congress' labor section, was quoted by
\nAntara as saying Wednesday.<\/p>\n
The regulation, called the Housemaids Welfare Promotion in
\nJakarta, consists of 31 chapters which elaborate on the rights
\nand obligations of agencies supplying housemaids, employers and
\nhousemaids.<\/p>\n
Speaking at a one-day seminar on problems encountered by
\nhousemaids' suppliers, employers and the government, Aniswati
\nurged the municipality to intensify its supervision to help
\nprevent housemaids being exploited.<\/p>\n
The seminar's 150 participants included maids' rights
\nobservers and officials from the city administration, the
\nMinistry of Justice and the Ministry of Manpower.<\/p>\n
Aniswati said improved supervision was needed because many
\nhousemaids were being deprived of their rights.<\/p>\n
The congress' chairwoman, Eny Busiri, criticized the city
\nadministration's supervision of the regulation, in which officers
\nwere deployed to go to houses where maids worked. \"Such a method
\nof supervision is intrusive and impolite,\" she said.<\/p>\n
Eny said that the municipality should only be in charge of the
\nprovision of legal support to employers who are often exploited
\nby distributors of maids.<\/p>\n
Supplying maids had increasingly become little more than a
\ncommodity, which needed to be seriously addressed, not only by
\nhousemaids but by their employers as well, she said.<\/p>\n
This should involve both improving maids' quality and welfare,
\nand at the same time giving greater security to their employers,
\nwith the government acting as the arbitrator in disputes, she
\nsaid.<\/p>\n
\"Housemaids play an important role in helping improve the
\ncountry's economic growth, so they have to be protected. But
\ntheir employers should also have their rights, including being
\nable to get good quality maids, who are skillful and willing to
\nstay for long periods of time,\" she said.<\/p>\n
An assistant to the minister of manpower on women's labor
\nissues, Soedarsono, said the most pressing need was to improve
\nthe development of the available human resources.<\/p>\n
This would automatically improve the quality of maids, he
