They would not have had to sustain losses or <br>\nsuffer misuse of funds.<\/p>\n<p>In this context, I believe candidates for the presidential <br>\nelection in 2004 should also undergo a test. They should be <br>\nassessed against the criteria set by their own political parties <br>\nand also pass this test before they are deemed eligible to take <br>\npart in the presidential race.<\/p>\n<p>Relevant institutions, such as the General Elections <br>\nCommissions, the House of Representatives or the People's <br>\nConsultative Assembly, should work together to establish the <br>\ncriteria for this test.
