        "content": "<p>Bekasi Mayor Tri Adhianto is preparing several measures to enhance\nthe readiness of the Bekasi City Government towards becoming an\ninternational-class city. One of them is mandating heads of regional\ndevice organisations (OPD) to use English in online meetings during the\nwork-from-home (WFH) policy starting Friday (17\/4\/2026). According to\nTri, this effort is part of preparations to face increasing foreign\ninvestment and strengthen international cooperation. Tri revealed that\nthe Bekasi City Government has established cooperation with two cities\nabroad, namely Izumisano in Japan and Seongnam in South Korea. That\ncollaboration, according to him, serves as a learning medium to adopt\nbest practices in city management and public services. \u201cThis further\nmotivates us to continue learning and implementing positive aspects from\nthat cooperation,\u201d he said. As an initial step towards an international\ncity, Tri asked all OPD heads to use English when attending online\nmeetings via Zoom during the WFH period. This policy is also expected to\nincrease the productivity of civil servants (ASN). \u201cWe want to practise\nand prepare to become an international city. And also the WFH discourse\nto become more productive, that\u2019s why it\u2019s well prepared,\u201d said Tri. He\nexplained that the use of English in meetings is a strategy to enhance\nASN capacity so they are more ready to interact with international\npartners or foreign investors. In addition to improving language\ncapacity, Tri emphasised that all OPD ranks down to staff level must\nremain alert during the implementation of WFH. Every department head is\nasked to provide directions, evaluations, and daily work targets to\ntheir subordinates. Those performance reports will be entered into the\nE-Kinerja (Ekin) system to ensure alignment between given instructions\nand achieved work results. To ensure the effectiveness of the policy,\nthe Bekasi City Government also plans to involve universities as\nevaluators in assessing the English language proficiency of OPD heads.\n\u201cIf the universities are indeed ready, they will be the judges. So that\nall department heads have the same understanding,\u201d he added. Tri also\nmentioned that every meeting must be prepared, recorded, and reported in\nstages to the Regional Assistant (Asda) and expert staff as part of the\nperformance evaluation mechanism. This policy is expected not only to\nincrease ASN productivity during WFH but also to strengthen Bekasi\nCity\u2019s readiness in facing global dynamics and attracting more\ninternational investment.<\/p>",
