        "content": "<p>Beggars become source of ire<\/p>\n<p>PADANG, West Sumatra: Residents in the West Sumatra capital<br>\nare complaining of beggars and homeless exhibiting criminal<br>\ntendencies. Residents, particularly women, said they were forced<br>\nto give money.<\/p>\n<p>The social welfare office here recently acknowledged the<br>\nincrease in beggars since the crisis, apart from the homeless and<br>\ninformal traffic directors similar to those in Jakarta.<\/p>\n<p>The secretary of the Minangkabau traditional customs<br>\ninstitution, Kamardi Rais D.P. Simulie, said residents should<br>\nturn to traditional values, in which locals took care of their<br>\nown so that the existence of the destitute among them was not<br>\nallowed.<\/p>\n<p>The poor, Kamardi said, would have many relations. \"They have<br>\nmany kin within their customary communities; they have uncles and<br>\nnephews, or within their specific ethnic groups...\" he said.<br>\n(28)<\/p>",
