        "content": "<p>Several fishermen in Batam City, Riau Islands, have complained about\nthe administrative requirements for participating in the BPJS\nKetenagakerjaan (workers\u2019 social security) program, the contributions\nfor which are covered by the Batam City Government.<\/p>\n<p>Although the local government has covered BPJS Ketenagakerjaan\ncontributions for approximately 6,000 fishermen in 2026, some fishermen\nfeel that the registration and verification process is still quite\ncomplicated, especially for small-scale fishermen who do not have\ncomplete documents.<\/p>\n<p>A fisherman from Tanjung Uma, Batam, Nurdin, 44, said that\nrequirements such as fisherman\u2019s cards, vessel data, and complete\nadministrative documents are obstacles in the registration process.<\/p>\n<p>\u201cIf there are too many requirements, small fishermen like us will\nhave difficulty. In fact, we really need protection when we go out to\nsea,\u201d he said on Saturday (May 16).<\/p>\n<p>Another fisherman, Rahmat, 38, a resident of Batu Aji, also admitted\nto having difficulty meeting the required administrative requirements.\nHe said that not all fishermen have complete documents such as\nfisherman\u2019s cards or registered vessel data.<\/p>\n<p>\u201cSometimes we focus on fishing, so administrative matters are often\nincomplete. In fact, this program would be very good if we could\nparticipate,\u201d he said.<\/p>\n<p>Another fisherman, Hasan, 52, from Belakang Padang, hopes that the\ngovernment can provide more intensive assistance so that small fishermen\ncan more easily participate in the BPJS Ketenagakerjaan program.<\/p>\n<p>\u201cWe don\u2019t not want to participate, but many people don\u2019t understand\nhow to handle the documents. If there could be direct assistance from\nofficers in the field,\u201d he said.<\/p>\n<p>The program is funded through the Batam City Regional Budget (APBD)\nwith a contribution of IDR 16,800 per fisherman each month. This program\naims to provide work protection for fishermen who face high risks at sea\nevery day.<\/p>\n<p>The Head of the Batam City Fisheries Service, Yudi Admajianto, said\nthat the requirements still apply to ensure that assistance is targeted\nand that there are no duplicate recipients.<\/p>\n<p>\u201cThese requirements are needed to ensure that those who receive it\nare indeed active fishermen and in accordance with the data,\u201d he\nsaid.<\/p>\n<p>This program is supported by BPJS Ketenagakerjaan and funded by the\nBatam City Government through the Regional Revenue and Expenditure\nBudget (APBD).<\/p>\n<p>Yudi added that data collection is carried out strictly using the\nPopulation Identification Number (NIK) to prevent duplicate recipients\nand ensure that the program is well-targeted.<\/p>\n<p>In addition, the local government recorded an increase in the number\nof recipients compared to the previous year, from 5,000 to 6,000\nfishermen.
