The reduction in official travel budgets has altered the working\npatterns of the National Search and Rescue Agency (Basarnas). This\nsituation has become a point of concern because the nature of Basarnas\u2019\nwork is heavily dependent on personnel mobility.<\/p>\n
Search and rescue operations do not merely take place in offices or\ncommand centres. Basarnas teams must move to accident or disaster sites,\nwhich involve varying levels of coordination and preparedness\nrequirements.<\/p>\n
\u201cSavings on official travel expenditure budgets have changed the\nexisting working patterns within the National SAR Agency. However, we\nmust convey that Basarnas is an operational organisation that requires\nofficial travel as part of its duties and functions in conducting\noperations,\u201d stated the Head of Basarnas, Mohammad Syafii, during a\nmeeting with Commission V of the Indonesian House of Representatives\n(DPR RI) on Tuesday (1\/9\/2026).<\/p>\n
Mobility is an essential operational requirement when Basarnas\nconducts search and rescue missions across various regions. In addition\nto personnel, these activities require support in terms of\ninfrastructure, communication, and equipment that can be utilised in the\nfield.<\/p>\n
From January to August 2026, Basarnas has conducted 1,971 SAR\noperations. This figure reflects the high demand for personnel and\nequipment readiness to respond to incidents in the field.<\/p>\n
\u201cHowever, we must emphasise that Basarnas is an operational\norganisation that requires official travel as part of its duties and\nfunctions in conducting operations. Consequently, we have directed our\nbudget adjustments to ensure that budget priorities continue to support\nthe primary duties and functions of the National SAR Agency,\nparticularly the execution of operations and SAR preparedness,\u201d he\nadded.<\/p>\n
Budgetary pressure is also evident in Basarnas\u2019 requirements for\n2027, which amount to Rp3.86 trillion. Meanwhile, the available ceiling\nis only Rp1.56 trillion, resulting in a backlog of approximately Rp2.29\ntrillion.<\/p>\n
This condition has led to budget allocations being more strictly\ndirected towards needs directly related to SAR operations. The\nfulfilment of infrastructure and facilities remains one of the largest\nneeds that has not yet been fully met.<\/p>\n
\u201cOur budget planning for 2027 is focused on supporting the primary\nduties and functions of Basarnas, specifically the execution of\noperations and SAR preparedness.
