Jakarta (ANTARA) - The Indonesian Quarantine Agency (Barantin) is\nimplementing fish quarantine measures in the country of origin, or\npre-border, to control risks before commodities enter Indonesia, while\nsimultaneously increasing the efficiency of handling fish and fishery\nproduct imports.<\/p>\n
Sugeng Sudiarto, Director of Fish Quarantine Risk Management at\nBarantin, stated that this approach shifts the surveillance pattern from\ninspections centred at points of entry to risk control while commodities\nare still in their country of origin.<\/p>\n
\u201cWe are no longer just waiting for commodities to arrive at the point\nof entry to be inspected. Risks must be managed from the country of\norigin,\u201d Sugeng said in an official statement received in Jakarta on\nTuesday.<\/p>\n
This implementation is part of the \u2018Safe Fish, Secure Food\u2019 (SAFE\nFISH) innovation developed by Barantin to strengthen biosecurity and\nmake the handling process for fish and fishery product imports more\nefficient.<\/p>\n
In its implementation, Barantin conducts registration and\nverification of competent authorities, companies or business units, and\nlaboratories in the country of origin, ensuring that the health and\nquality safety aspects of the commodities can be inspected before\nshipment to Indonesia.<\/p>\n
The risk profile considers factors such as the type of commodity, the\ncountry or zone of origin, the business unit, the type of disease, and\ncompliance history. Consequently, inspection measures can be tailored to\nthe specific risk level of each commodity.<\/p>\n
Sugeng noted that this approach is necessary given the high volume of\nfish and fishery product traffic from abroad. Throughout 2025, Barantin\nrecorded 9,385 fish and fish product import activities.<\/p>\n
According to him, conducting all controls only after commodities\narrive in Indonesia can lead to inspection backlogs and inefficiencies\nin time and logistics costs.<\/p>\n
Furthermore, inspections at points of entry face limitations in\nfacilities and technology, particularly in detecting fish pests and\ndiseases that cannot be identified through physical examination\nalone.<\/p>\n
\u201cPre-border does not mean reduced supervision. Supervision is\nactually strengthened by controlling risks as early as possible, based\non data and risk profiles,\u201d he explained.<\/p>\n
Barantin noted that international trade in fish and fishery products\ncarries several risks, ranging from the entry of quarantine fish pests\nand diseases, food quality non-compliance, genetically modified products\noutside of intended use, to invasive fish species.<\/p>\n
The implementation of quarantine measures in the country of origin is\ngrounded in Law Number 21 of 2019 concerning Animal, Fish, and Plant\nQuarantine.<\/p>\n
Article 56, paragraph 1, stipulates that quarantine actions outside\nof the point of entry can be conducted in the country of origin and\/or\ntransit countries.<\/p>\n
Barantin will implement this system gradually, starting with\ncountries and business units designated as pilot projects, before\nexpanding based on the risk profile of commodities, countries of origin,\nand trade routes.<\/p>\n
Based on data from the Ministry of Marine Affairs and Fisheries\n(KKP), the value of Indonesia\u2019s marine and fishery product exports in\n2025 reached 6.27 billion USD or approximately IDR 107 trillion, while\nimports reached 0.67 billion USD or approximately IDR 11.4 trillion, an\nincrease of 5.2 per cent compared to the previous year.<\/p>\n
