Jakarta (ANTARA) - The Ministry of National Development\nPlanning\/National Development Planning Agency (PPN\/Bappenas) has\nlaunched the 2025 Human Capital Index (HCI) and the HCI Calculation\nGuidelines as a strategic step to strengthen the planning, monitoring,\nand formulation of human development policies in Indonesia.<\/p>\n
The HCI Calculation Guidelines serve as a methodological reference to\nensure that the calculation and interpretation of the HCI are conducted\nin a standardised, consistent, and accountable manner across various\nlevels of government.<\/p>\n
\u201cThese guidelines are expected to strengthen a shared understanding\namong stakeholders in utilising the HCI to support development planning,\nmonitoring, and evaluation,\u201d stated the Minister of PPN\/Head of Bapplar,\nRachmat Pambudy, in an official statement in Jakarta on Tuesday.<\/p>\n
Human development is considered the primary foundation for achieving\nthe Indonesia Emas 2045 vision. The quality of human capital built from\nthe early stages of life will determine the productivity and\ncompetitiveness of Indonesia\u2019s human resources in the future.<\/p>\n
Within this framework, he continued, the HCI is introduced to\ncomplement the human development measurements previously conducted\nthrough the Human Development Index (HDI).<\/p>\n
Using a life-cycle approach, the HCI views human development as a\nlong-term investment based on survival, education, and health conditions\nobtained throughout the growth and development period to shape the\npotential productivity and competitiveness of Indonesian humans in the\nfuture.<\/p>\n
Furthermore, he explained that the HCI is an adaptation of the World\nBank\u2019s Human Capital Index (HCI), adjusted to the data characteristics,\ncontext, and development needs of Indonesia.<\/p>\n
\u201cThe Human Capital Index is an improvement over the Human Development\nIndex. The core difference is that what was previously considered the\nobject of development is now the subject of development. The most\nimportant aspect of a nation is its people, and the people are reflected\nin their human capital,\u201d said the Minister of PPN.<\/p>\n
\u201cHuman capital is reflected in health, and health begins in the womb.\nTherefore, from the womb, Indonesian humans must be healthy. We at\nBappenas are planning so that Indonesian humans in 2045 are not just\nobjects but subjects in achieving Indonesia Emas. That is why today we\nare launching the Human Capital Index (HCI),\u201d said the Head of\nBappenas.<\/p>\n
In the 2025\u20132045 National Long-Term Development Plan (RPJPN), the HCI\nwill be used as an indicator to measure the achievement of human\nresource competitiveness targets. These targets will then be translated\ninto the 2025\u201320rag National Medium-Term Development Plan (RPJMN)\n2025\u20132029, and become part of the development direction in the Strategic\nPlans of Ministries\/Agencies (Renstra), the Government Work Plan (RKP),\nand regional development planning documents.<\/p>\n
This integration ensures that the processes of planning,\nimplementation, monitoring, and evaluation of human resource development\nare more directed, measurable, and evidence-based, at both national and\nregional levels.<\/p>\n
Pungkas Bahjuri Ali, Deputy for Human Development and Culture at the\nMinistry of PPN\/Bappenas, explained that the 2025 HCI figure serves as\nthe initial baseline for measuring human capital in Indonesia. This\nmeasurement has produced HCI values at the provincial and regency\/city\nlevels, providing an initial overview of human capital conditions and\nregional variations.<\/p>\n
In 2025, Indonesia\u2019s HCI achievement was recorded at 0.562. This\nmeans a child born today is expected to reach 56.2 per cent of their\noptimal productivity potential by the time they reach working age. This\nachievement shows an increase from the 2020 HCI figure of 0.540\npreviously published by the World Bank, Pungkas said, but noted that\nhard work is still required to reach the target HCI of 0.590 by the end\nof the 2025-2029 RPJMN.<\/p>\n
At the regional level, HCI achievements also vary, with the highest\nvalue of 0.705 in the Special Region of Yogyakarta and the lowest of\n0.366 in the Highland Papua Province.<\/p>\n
The development of the HCI is also part of the effort to strengthen\nintegrated and evidence-based human development. In this context,\nimproving the quality of human capital requires synergy across various\ninterventions, ranging from maternal and child health, nutrition\nfulfilment, stunting prevention, and immunisation, to early childhood\neducation, primary and secondary education, higher education, and the\nstrengthening of skills and productivity during working age.<\/p>\n
\u201cMoving forward, the governance, methodology, and data quality of the\nHCI will continue to be refined to ensure measurements are increasingly\naccurate, consistent, and relevant to the dynamics of Indonesia\u2019s\ndevelopment.
