        "content": "<p>Minister of National Development Planning\/Head of the National\nDevelopment Planning Agency (PPN\/Bappenas) Rachmat Pambudy has sent off\n145 scholarship recipients for the year 2026 as part of efforts to\nstrengthen the capacity of national development planners within\nministries, agencies, and regional governments. \u201cWe cannot detach\nourselves from education and training. Why can nations and states\nadvance, and why do many countries also experience decline? One of the\nreasons is the issue of education and human resource development,\u201d he\nstated during the Ministerial Lecture for the 2026 Scholarship\nRecipients, according to an official statement received in Jakarta on\nWednesday. He emphasised the need to strengthen the national development\nplanning system through human resource development. As part of this\ncommitment, the Centre for Human Resource Development, Education, and\nTraining for Development Planning (Pusbindiklatren) of the Ministry of\nPPN\/Bappenas conducted a scholarship selection process for participants\nfrom various ministries, agencies, and regional governments. The\nselection yielded 145 scholarship recipients, comprising 49 internal\nparticipants from the Ministry of PPN\/Bappenas under the internal BEST\nscholarship, 35 participants under the Affirmation Scholarship, 52\nparticipants under the Cost Sharing Scholarship, five participants\nthrough the Australia Awards, and two participants through scholarships\nat universities in Singapore. The send-off event served as a platform\nfor briefing, orientation, and networking among the scholarship\nrecipients and educational partners, whilst also strengthening the sense\nof belonging for all selected recipients. \u201cThe Ministry of PPN\/Bappenas\nstrives to be present in supporting the enhancement of human resource\ncapacity through various appropriate education and training programmes.\nWe are confident this is crucial for producing quality policies that can\nbe implemented within society,\u201d said Secretary of the Ministry of\nPPN\/Principal Secretary of Bappenas Teni Widuriyanti. In carrying out\nits role of providing direction for short-, medium-, and long-term\nnational development policies, she continued, Bappenas requires\ncompetent and adaptive development planners. Therefore, improving the\nquality of human resources is considered a strategic instrument to\nmaintain policy quality, cross-sectoral planning integration, and the\nsustainability of the national development agenda. \u201cThe first gap is the\ngap caused by education. Education that changes knowledge, education\nthat changes skills, education that changes attitudes.
