Bappenas denies getting relocation proposal<\/p>\n
JAKARTA (JP): National Development Planning Board (Bappenas)
\nofficials denied yesterday a recent media report that it had
\nreceived a proposal to move Jakarta's central administration
\noutside Jakarta.<\/p>\n
\"The only project proposal we received is for a housing
\ncomplex and a sports and recreation center in Jonggol,\" Herman
\nHaeruman, the board's regional division deputy said.<\/p>\n
Herman said Bappenas has previously issued permits to a number
\nof developers to build housing developments in a 30,000-hectare
\nJonggol plot, about 50 kilometers southeast of Jakarta, turning
\nit into a new satellite city.<\/p>\n
The project's master plan does not give the slightest hint of
\nrelocating the central administration, he said.<\/p>\n
The Bisnis Indonesia daily reported that a consortium of
\ndevelopers comprising the Kaestindo Group and President
\nSoeharto's son Bambang Trihatmodjo, had submitted a relocation
\nproposal to Bappenas.<\/p>\n
Last September Minister of Forestry Djamaludin Suryohadikusumo
\nissued a decree allowing the Bukit Jonggol forest area to be
\nconverted into a housing estate and PT Bukit Jonggol Asri was
\nappointed to develop the project.<\/p>\n
Bukit Jonggol was originally managed by the state-owned
\nforestry company, Perum Perhutani.<\/p>\n
Djamaludin said the company had agreed to trade the Bukit
\nJonggol forest with other forested areas in the West Java
\nregencies of Cianjur, Tasikmalaya and Garut.<\/p>\n
Herman said Bappenas would study such a proposal if the
\nconsortium submitted it. He reiterated, however, that Jakarta
\nremains the capital as is stipulated in the presidential decree.<\/p>\n
He said a capital city must have an airport, which Jonggol
\ndoes not have. Besides, Jonggol functions as a water catchment
\nfor Bekasi. Developing a project in the protected forest areas of
\nJonggol may flood Bekasi, a suburb East of Jakarta, he said.<\/p>\n
Another Bappenas official, Budhy Tjahjati Soegiyoko, said the
\nproject should not be the city's primary goal as it would be very
\nexpensive and was not in line with the government's austere
\nbudget policy.<\/p>\n
An official of the Environmental Impact Management Agency,
\nBapedal, said any development which involved changes to spatial
\nplans needed the House of Representatives' approval.<\/p>\n
Teguh Soedarsono, the Agency's information officer, said
\nenvironmental analysis also had to be done before a developer
\nstarted its project.<\/p>\n
Under government regulations, no protected forest areas
