        "content": "<p>Bapepam to rule security trading<\/p>\n<p>JAKARTA (JP): The Capital Market Supervisory Agency (Bapepam)<br>\nis now preparing at least six rules to regulate asset-backed<br>\nsecurities trading.<\/p>\n<p>Agency chairman I Putu Gede Ary Suta said yesterday the rules<br>\nwere needed to ensure the trading of the asset-backed instruments<br>\nwould not hurt the investing public.<\/p>\n<p>\"I cannot tell you yet what rules we are working on but for<br>\nsure they are needed because the trading of the asset-backed<br>\nsecurities is still new here,\" he told journalists after<br>\naddressing a conference on asset-backed securitization here.<\/p>\n<p>Putu said the regulations on the asset-backed securities<br>\ntrading would cover many aspects such as legal, tax, accounting<br>\nand the quality of assets and people involved in the asset<br>\nsecuritization.<\/p>\n<p>But he declined to say when the trading of the new debt<br>\ninstrument would be launched.<\/p>\n<p>Asset-backed securities are bonds or debt securities<br>\ncollateralized by the cash flow from a pool of either auto loans,<br>\ncredit card receivables, vehicles and equipment leases, consumer<br>\nloans or other obligations.<\/p>\n<p>Putu said Bapepam had set up two committees  -- product<br>\ndevelopment and contingency plan committees -- to prepare the new<br>\nregulations.<\/p>\n<p>Businesspeople were also invited to join the committee because<br>\nthey would be directly involved in asset securitization.<\/p>\n<p>\"Input from businesspeople is welcomed to create reliable<br>\ntrading rules,\" he said.<\/p>\n<p>He said product development would assess the market's need and<br>\nobserve the trend of asset-backed securities activities in the<br>\ncountry and international markets.<\/p>\n<p>\"This committee is expected to give input to the agency on how<br>\nthe trading of assets-backed securities are made,\" he said.<\/p>\n<p>He said the task of the contingency plan committee was to<br>\nsocialize and broaden the public's awareness that investing in<br>\nthe capital market also involved risk.<\/p>\n<p>\"The contingency plan committee will socialize the concept<br>\nthat investing in the capital market does not merely offer profit<br>\nbut risk as well,\" he said.
