        "content": "<p>Jakarta - The National Food Agency (Bapanas) states that the current\nstability of national rice prices is supported by the availability of\ngovernment rice reserves (CBP), managed by Perum Bulog, amounting to\naround five million tons.<\/p>\n<p>Bapanas Chief and Agriculture Minister Andi Amran Sulaiman said the\ngovernment continues to maintain price balance to benefit farmers while\nremaining affordable for the public.<\/p>\n<p>\u201cThe government must be fair to all parties. This includes farmers,\nrice traders, and consumers. There are 115 million people across\nIndonesia producing paddy,\u201d Amran stated in Jakarta on Tuesday.<\/p>\n<p>According to him, the government purchase price (HPP) for dry\nharvested paddy (GKP) at Rp6,500 per kilogram (kg) is implemented to\nprotect farm-level paddy prices from falling during the peak harvest\nseason.<\/p>\n<p>Meanwhile, the highest retail price (HET) serves as a benchmark for\ncontrolling prices at the consumer level to ensure food\naffordability.<\/p>\n<p>Amran stressed that farmers must receive fair profits to continue\nproduction and safeguard national food security.<\/p>\n<p>\u201cIf farmers incur losses, they won\u2019t produce paddy. Without paddy\nproduction, we\u2019ll resort to imports. Importing means we\u2019re favouring\nother countries,\u201d he said.<\/p>\n<p>As of 10 May, Bapanas monitoring shows that the average premium rice\nprice has exceeded the HET, particularly in eastern Indonesia.<\/p>\n<p>However, the national average premium rice price stands at Rp15,758\nper kg, slightly down from Rp15,801 per kg the previous week.<\/p>\n<p>Meanwhile, the average medium rice price remains within the HET\nrange.<\/p>\n<p>Nationally, the average medium rice price is recorded at Rp13,444 per\nkg, up slightly by 0.06 percent from Rp13,436 per kg a week earlier.<\/p>\n<p>Furthermore, the dry harvested paddy price at harvest level, cited as\na trigger for rice price fluctuations, is nationally averaged at Rp6,925\nper kg according to Bapanas.<\/p>\n<p>Southeast Sulawesi is reported to have the lowest price at Rp6,500\nper kg, while West Sumatra has the highest at Rp7,700 per kg.<\/p>\n<p>Meanwhile, Bapanas Deputy for Food Availability and Stabilisation I\nGusti Ketut Astawa assured that they will optimise CBP stocks.<\/p>\n<p>Distribution strengthening is carried out through the food supply and\nprice stabilisation programme (SPHP) for rice to apply pressure\ndownstream, accompanied by food aid to low-income communities.<\/p>\n<p>According to him, CBP stocks exceeding 5 million tons serve as a\nbuffer to ensure continuous distribution and control price volatility\nuntil the second semester.<\/p>\n<p>Additionally, the government still has ample room for intervention\nthrough CBP distribution, SPHP, and food aid.<\/p>\n<p>Bapanas ensures that balancing prices between farm and consumer\nlevels is achieved by guaranteeing fair profits from paddy prices, while\nkeeping market rice prices affordable.<\/p>\n<p>\u201cGiven the current relatively safe national rice stock conditions,\nmarket operations will continue to be conducted in a measured and\nselective manner,\u201d Ketut said.<\/p>\n<p>The Strategic Staple Food Price Development Index (IPH) announced by\nthe Central Statistics Agency (BPS) for the first week of May 2026\nshowed positive movement.<\/p>\n<p>BPS Price Statistics Director Sarpono in Jakarta on Monday\n(11\/5\/2026) said the number of regions with IPH increases was lower than\nthose with decreases.<\/p>\n<p>This indicates that the government\u2019s food stabilisation efforts are\neffective.<\/p>\n<p>\u201cFor the IPH in the first week of May 2026, 15 provinces recorded an\nincrease, while 23 provinces saw a decrease compared to the previous\nmonth,\u201d Sarpono said.<\/p>\n<p>Nationally, Sarpono added, the number of districts and cities with\nIPH increases in the first week of May 2026 was also fewer than those\nwith decreases.<\/p>\n<p>Specifically for rice, BPS reported that the number of regions with\nrice IPH increases has declined from 116 districts\/cities at the end of\nApril to 105 in the first week of May.<\/p>\n<p>Medium rice prices experienced a 0.03 percent fluctuation, and\npremium rice 0.28 percent.<\/p>",
