Banten province draft bill stuns authorities<\/p>\n
BANDUNG (JP): West Java officials say they are shocked that a
\nproposal for a draft bill on establishing Banten as a province
\nhas circulated among House members without first being submitted
\nto the provincial administration.<\/p>\n
West Java deputy governor for administrative affairs Moch.
\nHusein Jahjasaputra said on Tuesday that his office had not
\nreceived an official proposal for the establishment of Banten
\nprovince.<\/p>\n
\"I am very surprised. We've never received the proposal, but
\ncopies of the draft bill have been circulated among members of
\nthe House of Representatives in Jakarta,\" he said.<\/p>\n
Banten is a regency, covering Tangerang, Pandeglang, Lebak,
\nSerang and Cilegon.<\/p>\n
He said establishing a new province needed a feasibility
\nstudy, plus a recommendation from the legislative council of the
\nprovince in which the area was currently included, which would be
\nsubmitted to the Office of the State Minister of Regional
\nAutonomy.<\/p>\n
\"Establishing a new province is not against the law, but
\neverything must follow procedures. Politically, the request is
\nfeasible as members of the Banten legislature, except those from
\nTangerang, have agreed to the request,\" he said.<\/p>\n
Husein acknowledged that many Banten community figures visited
\nCity Hall to discuss the proposal, \"but they just asked Governor
\nR. Nuriana for his advice and consideration\".<\/p>\n
Legislators from Tangerang, Pandeglang, Lebak, Serang and
\nCilegon visited the West Java provincial legislative council in
\nBandung on Monday to demand the administration be responsive to
\ntheir demand for the establishment of Banten province.<\/p>\n
However, some Tangerang residents grouped in the Evaluation
\nCommittee for the Tangerang Community (KEMAT) have said they are
\nwithdrawing their support for the proposal, arguing they
\npreferred to become part of Jakarta province.<\/p>\n
Husein said the West Java administration's decision on the
\nproposal would depend on a feasibility study to be made by the
\nprovincial development planning board.<\/p>\n
\"We expect the decision will be made by the end of March.\"
