        "content": "<p>A humanitarian tragedy has struck again at the Bantar Gebang\nIntegrated Waste Processing Facility (TPST). A 50-metre-high garbage\nmound in Zone IV collapsed on Sunday 8 March at 14:30 WIB, killing four\npeople. This fatal incident has drawn sharp scrutiny to systemic\nfailures in the capital\u2019s waste management.<\/p>\n<p>Environment Minister and Head of the Environmental Control Agency\n(KLH\/BPLH), Hanif Faisol Nurofiq, regarded the incident as concrete\nevidence that the current system cannot be permitted to continue.<\/p>\n<p>He emphasised that this disaster represents a stern warning to the\nJakarta Provincial Government to immediately halt the open dumping\nmethod still practised at Bantar Gebang TPST.<\/p>\n<p>According to Hanif, the open-stacking method not only violates Law\nNumber 18 of 2008 on Waste Management, but also directly threatens human\nlife and safety.<\/p>\n<p>\u201cThis incident need never have occurred if waste management were\nconducted in accordance with regulations. Bantar Gebang TPST must become\na lesson for all of us to reform immediately, for the sake of human life\nand environmental preservation,\u201d said Hanif in an official statement on\nMonday 9 March.<\/p>\n<p>The burden borne by Bantar Gebang TPST has indeed reached a critical\npoint. Over 37 years, this area is estimated to have received\napproximately 80 million tonnes of waste.<\/p>\n<p>Hanif described this condition as the tip of the iceberg of Jakarta\u2019s\nunresolved waste crisis.<\/p>\n<p>Currently, the government is prioritising victim evacuation whilst\nconducting thorough investigations to determine the precise cause of the\ncollapse. The KLH\/BPLH has launched a comprehensive investigation to\nestablish whether negligence occurred in managing the site.<\/p>\n<p>Legal enforcement will be pursued rigorously. If evidence of\nnegligence causing loss of life is found, the facility\u2019s operators face\nsevere penalties under Law Number 32 of 2009 on Environmental Protection\nand Management. Penalties could reach 5 to 10 years imprisonment with a\nmaximum fine of Rp10 billion.<\/p>\n<p>In fact, this risk had been anticipated beforehand. On 2 March 2026,\nthe KLH\/BPLH through its Law Enforcement Deputy issued a Notice of\nCommencement of Investigation (SPDP) against several high-risk waste\nprocessing locations, including Bantar Gebang.<\/p>\n<p>As a permanent solution, the government plans a radical functional\ntransformation of Bantar Gebang TPST. Going forward, the facility will\nbe designed to receive only inorganic waste.<\/p>\n<p>This transformation will be supported by strengthening waste sorting\nsystems directly from source and optimising the Refuse Derived Fuel\n(RDF) facility in Rorotan.<\/p>\n<p>Through these strategic measures, the government targets Jakarta\u2019s\nwaste processing capacity to reach 8,000 tonnes per day with safety\nstandards in accordance with environmental regulations.<\/p>",
