The nation's banking problems are very complicated and it is
\nalso very difficult to arrest delinquent debtors because they are
\nsmart enough to find loopholes to get away. Even noted economist
\nDr. Sjahrir has become so annoyed that he has suggested that the
\nIndonesian Banking Restructuring Agency (IBRA) should have the
\nguts to take the cases of delinquent debtors to the Attorney
\nGeneral's Office so that banking restructuring can proceed more
\nquickly.<\/p>\n
In the opinion of the writer, it is not enough to report these
\ncases of delinquent debtors to the Attorney General's Office
\nbecause they must be put in prison. Therefore, the criteria
\nallowing them to be put in prison must be clear.<\/p>\n
Indeed, one gets the impression that IBRA has no guts to
\nexecute the regulations already at its disposal. There is a
\nstipulation, for example, giving a threat to a debtor refusing to
\nsign a letter of commitment in settling his debts.<\/p>\n
In fact, IBRA has the authority to take firm action, which may
\nspeed up the implementation of the restructuring task of the
\nagency. Therefore, there is no reason for IBRA to take a soft and
\nunprincipled stance.<\/p>\n
Many groups have an interest in IBRA, especially if political
\nparties are allowed to share IBRA by placing their men in this
\nagency. If this is the case, it is time for IBRA to be
\nrestructured, too.<\/p>\n
So, as Sjahrir has put it: \"If this is the case, IBRA will be
\ndestroyed.\"<\/p>\n
