Banjarmasin mayor faces impeachment<\/p>\n

Following the impeachment of South Kalimantan Governor Sjachriel
\nDarham last month, the Mayor of Banjarmasin, Sofyan Arfan, faces
\nsimilar action as Anti Provocateur Movement (Gapok) pressure
\ncontinues to increase.<\/p>\n
Gapok chairman Puar Junaidi said on Thursday that any leader
\nwould face impeachment if he or she violated existing
\nregulations.<\/p>\n
\"We monitor all those in power,\" Puar said.<\/p>\n
He said Sofyan Arfan had monopolized Banjarmasin
\nadministration development projects, such as the taking over the
\nmanagement and changing the function of five buildings on Jl.
\nHasan Baseri in downtown Banjarmasin.<\/p>\n
Puar said the buildings should operated by P.D. Bangun Banua,
\na company owned by the regional administration.<\/p>\n
The issue violated a decree issued by the South Kalimantan
\ngovernor on June 24, 2002 which mandated P.D. Bangun Banua to
\nmanage the operation, he said.<\/p>\n
The complex also should have been used for public offices, but
\nthe mayor had modified it to commercial premises.<\/p>\n
Commenting on the criticism, National Mandate Party (PAN)
\nfaction councillor M. Yusrie said the factions in the regional
\nlegislative council would assess the situation before taking
\npolitical action.<\/p>\n
Meanwhile, home minister Hari Sabarno called on the South
\nKalimantan Legislative Council to reconcile with Governor
\nSjachriel Darham and his deputy Husin Kasah.<\/p>\n
He acknowledged that he had reported the alleged impeachment
\nto President Megawati Soekarnoputri.<\/p>\n
The minister said that there were two aspects to the
\nimpeachment of the regional leaders: the procedure of
\naccountability and suspicion of corruption.<\/p>\n
If local councillors suspected the governor and vice governor
\nof corruption, the case should be followed up with legal action,
\nHari said.<\/p>\n
Even if the legal aspect was combined with the political
\naspect, there was a procedure that must be followed, he said.<\/p>\n
The process included summoning the head of the regional
\nadministration to clarify the suspicion, or establish a special
\ncommittee (pansus) to investigate and present its results to a
\nplenary meeting.<\/p>\n
If the governor is proven guilty and is convicted, the
\ngovernor must relinquish his post.<\/p>\n
\"Concerning the impeachment of the vice governor, the local
\ncouncillors are unable to explain why the vice governor is
\nimpeached,\" the minister added.<\/p>\n
Hari said the local councillors and the governor must
\nreconcile, though he refused to explain how they should do so.<\/p>",
