        "content": "<p>Bandung City DPRD\u2019s Special Committee (Pansus) 14 continues to\ndemonstrate significant progress in discussing a draft regional\nregulation (Ranperda) on prevention and control of risky sexual\nbehaviour and sexual deviation.<\/p>\n<p>Pansus Chairman Radea explained that discussion has currently entered\nthe clause-by-clause examination phase in collaboration with the\nsponsoring Regional Device Organisation (OPD), namely the Health\nOffice.<\/p>\n<p>In this process, the Pansus has conducted various participatory\nstages, including focus group discussions (FGD) with academics,\npractitioners, civil society organisations, and community\nrepresentatives. Additionally, the Pansus has received public audiences\nand conducted consultations with government authorities to enrich the\nsubstance of the draft regulation.<\/p>\n<p>\u201cAll of these stages are undertaken to ensure the draft regulation is\ngenuinely comprehensive and responsive to community needs. We continue\nto strive to complete this discussion on schedule,\u201d stated Radea.<\/p>\n<p>In its examination, the Pansus has emphasised its commitment to\nprioritising the interests of Bandung City residents and ensuring\nalignment with the hierarchy of applicable legislation. The primary\nfocus of this regulation is on efforts to prevent and control risky\nsexual behaviour and sexual deviation.<\/p>\n<p>As a comparative reference, the Pansus has studied several regions\nthat previously enacted similar regulations, including:<\/p>\n<ul>\n<li><p>Cianjur Regency (Regional Regulation No.\u00a01 of 2020)<\/p><\/li>\n<li><p>Bogor City (Regional Regulation No.\u00a010 of 2021)<\/p><\/li>\n<li><p>Bandung Regency (Regional Regulation No.\u00a014 of 2023)<\/p><\/li>\n<\/ul>\n<p>Beyond public health and legal regulation approaches, the Pansus has\nalso highlighted the importance of strengthening local wisdom as part of\nthe prevention strategy. Cultural values reflecting the nation\u2019s\nidentity are considered to have an important role in shaping community\ncharacter and preserving local identity.<\/p>\n<p>Furthermore, Radea stated being inspired by the views of Prof.\u00a0Yusril\nIhza Mahendra (Coordinating Minister for Law, Human Rights and Imam\nAffairs) which emphasised the importance of legal protection for young\npeople from sexual deviation behaviour. This perspective includes\nsupport for the proposed national law draft on anti-sexual behaviour\ndeviation.<\/p>\n<p>\u201cThis effort is part of the state\u2019s responsibility in safeguarding\nmoral and religious values.
