        "content": "<p>The Bandung City Council (DPRD) has officially ratified the Draft\nRegional Regulation (Raperda) on the Prevention and Control of Risky\nSexual Behaviour and Sexual Deviance during a plenary session held on\nWednesday (17\/6).<\/p>\n<p>Chair of Commission I of the Bandung City DPRD, Radea Respati\nParamudhita, explained that this regulation arose from shared concern\nover various issues developing within society. These include rising\ncases of HIV\/AIDS, sexually transmitted infections, unwanted\npregnancies, early marriage, and various forms of sexual violence,\nindicating that Bandung requires more systematic and sustainable\nmeasures for prevention and control.<\/p>\n<p>On the other hand, the development of information technology and\nsocial media has brought significant changes to community life. However,\neasy access to information also presents new challenges. \u201cWe are\nwitnessing the increasingly massive promotion, propaganda, and\nnormalisation of risky sexual behaviour that can be easily accessed by\nchildren and adolescents. As parents, people\u2019s representatives, and part\nof Bandung\u2019s community, I believe this condition cannot be ignored,\u201d\nRadea stated in an official release received on Wednesday (24\/6).<\/p>\n<p>Radea explained that the impact of risky sexual behaviour is not only\nrelated to an individual\u2019s physical and mental health. Furthermore, this\ncondition has the potential to affect family resilience, social order,\nand the moral, religious, cultural, and ethical values that form the\nfoundation of community life. Various risks that may arise include\nincreased disease transmission, mental health disorders, sexual violence\nand exploitation, disruption of child growth and development, and a\ndecline in the quality of social life.<\/p>\n<p>Nevertheless, he emphasised that the ratified regulation is not\nintended to judge or discriminate against specific groups. \u201cThis\nratified regulation is not an instrument to judge or discriminate\nagainst certain groups,\u201d he said. On the contrary, Radea stated, this\nregulation exists as a form of protection for all citizens of Bandung by\nprioritising the principles of respect for human dignity, child\nprotection, public health, family resilience, and the religious and\ncultural values living within society.<\/p>\n<p>Additionally, he stressed that this regulation does not establish new\ncriminal norms. The primary focus is on prevention, education,\nrehabilitation, guidance, supervision, and strengthening the role of all\nstakeholders. \u201cWe want to ensure that the community gains correct\nunderstanding, access to necessary services, and a social environment\nthat supports the healthy growth and development of the younger\ngeneration,\u201d Radea said.<\/p>\n<p>The drafting of this regulation was carried out through a lengthy\nprocess involving various stakeholders, ranging from regional apparatus,\nacademics, community leaders, to civil society elements. The diverse\ninput received became an important part of refining the substance of the\nregulation so that it can answer the community\u2019s needs more\ncomprehensively.<\/p>\n<p>After the regulation is ratified, the DPRD hopes the Bandung City\nGovernment will promptly prepare derivative regulations, conduct\nwidespread public socialisation, and ensure the availability of human\nresources, facilities and infrastructure, as well as adequate financial\nsupport. Therefore, collaboration from all pentahelix\nelements\u2014government, academics, business, community, media, and\nsociety\u2014is required so that the regulation\u2019s objectives can be achieved\neffectively.<\/p>\n<p>According to him, the regulation represents a long-term social\ninvestment to safeguard the quality of Bandung\u2019s future generations\nwhile strengthening the community\u2019s social resilience. \u201cI hope the\npresence of this regulation can become one of the foundations in\nrealising a Bandung that is healthier, has character, is competitive,\nand is able to uphold the noble values that are the identity of its\npeople,\u201d he said.<\/p>",
