Bambang Soesatyo (Bamsoet), a member of the Indonesian House of\nRepresentatives from the Golkar Party faction, 15th Speaker of the\nPeople\u2019s Consultative Assembly (MPR RI), and Chairman of the Indonesian\nAssociation of Holders of Special Licences for Self-Defence Firearms\n(PERIKHSA), has opened the fifth PERIKHSA Firearms Skills Competition of\n2026.<\/p>\n
He also installed the PERIKHSA provincial boards for Central Java,\nBanten and Jambi at the Adisutjipto Shooting Range in the Special Region\nof Yogyakarta (DIY).<\/p>\n
Bamsoet stressed that holding a special licence for a self-defence\nfirearm must always be accompanied by improved competence, discipline,\nintegrity and compliance with the law.<\/p>\n
Amid growing public attention to personal security, the ability to\nuse a firearm correctly has become a necessity that must be built\nthrough measured, sustained and ethically grounded training.<\/p>\n
\u201cThe PERIKHSA Skills Competition does not merely test accuracy in\nhitting the target. Behind every shot lies a lesson in discipline,\nconcentration, patience, responsibility and self-control. A good holder\nof a self-defence firearm licence must understand that safety is the top\npriority, while ethics form the foundation of every use of a firearm. So\ndo not think that simply owning a gun makes you a tough guy. That is\nunacceptable,\u201d Bamsoet said when opening the PERIKHSA 2026 Skills\nCompetition on Saturday (18\/7\/26).<\/p>\n
He explained that the holding of the fifth PERIKHSA self-defence\nfirearms skills competition in 2026 carries important meaning, as it\nforms part of the continuous development of members who have obtained\nspecial licences to own self-defence firearms in accordance with\nprevailing laws and regulations.<\/p>\n
In many countries, shooting sports organisations and legal firearm\nowner communities routinely hold shooting skills training, emergency\nhandling simulations and safety standard evaluations. This approach has\nproven effective in strengthening a culture of safety while minimising\nthe risk of firearms misuse.<\/p>\n
\u201cShooting sports teach that a steady hand is born of a clear mind,\nwhile sound decisions come from the ability to control oneself. These\nvalues must be carried into everyday life so that every PERIKHSA member\ncan set an example in holding, carrying and using firearms responsibly,\u201d\nBamsoet said.<\/p>\n
Developments in shooting equipment technology and evolving security\nthreats, Bamsoet said, demand consistent improvement of competence. The\nInternational Shooting Sport Federation (ISSF) continually updates\nsafety standards, techniques and firearm handling procedures to keep\npace with technological developments.<\/p>\n
For this reason, Bamsoet believes that developing PERIKHSA members\nmust not stop at the process of obtaining a self-defence firearm\nownership licence, but must evolve into a learning process that\nprioritises professionalism and compliance with the rules.<\/p>\n
\u201cShooting ability is not measured by how often a person handles a\nfirearm, but by how disciplined they are in following safety procedures.\nThe greater a person\u2019s ability, the greater the moral and legal\nresponsibility attached to them,\u201d Bamsoet said.<\/p>\n
He added that the inauguration of the PERIKHSA boards for Central\nJava, Banten and Jambi is an important step in expanding the\norganisation\u2019s development to the regions. The presence of new regional\nboards is expected to strengthen coordination with law enforcement\nagencies, the Indonesian National Armed Forces (TNI), the Indonesian\nShooting and Hunting Association (Perbakin) and various related\ninstitutions in building a firearms ownership culture that is safe,\norderly and compliant with regulation.<\/p>\n
With a stronger organisational network, PERIKHSA can improve the\nquality of education, certification, regular training and internal\nsupervision of its members.<\/p>\n
