        "content": "<p>He stated that in the past, the law was more oriented towards state\npower, but now society demands law that favours the interests of the\npeople. This change is evident from the increasing public criticism of\nthe legislative process, which is seen as elitist and lacking public\nparticipation.<\/p>\n<p>In the formation of various strategic laws, waves of rejection from\nstudents, academics, civil society organisations, and social media\ndemonstrate that the public is increasingly aware of the importance of\ncitizen involvement in the legal process. The phenomenon of \u2018viral-based\nlaw\u2019 is even emerging, where law enforcement often moves quickly after a\ncase gains significant attention on social media.<\/p>\n<p>\u201cThe law must be able to deliver a sense of justice that is truly\nfelt by society. Without comprehensive renewal, the law will continue to\nbe viewed merely as a tool of power, not a means to bring social justice\nfor all Indonesian people,\u201d said Bamsoet in his statement on Monday\n(11\/5\/2026).<\/p>\n<p>He made these remarks while teaching the course \u2018National Legal\nRenewal\u2019 in the Doctoral Programme in Law at Borobudur University\nJakarta campus on Saturday (9\/5\/2026).<\/p>\n<p>The 20th Chairman of the DPR RI and 7th Chairman of Commission III of\nthe DPR RI explained that one of the biggest challenges in national\nlegal renewal today is the gap between \u2018law in books\u2019 and \u2018law in\naction\u2019. Many regulations are considered ideal on paper, but their\nimplementation falls far short of expectations.<\/p>\n<p>According to him, in terms of law enforcement, society still often\nquestions practices of selective law enforcement, legal treatment\nimbalances, and low integrity of officials. Data from Transparency\nInternational in the Corruption Perceptions Index in recent years also\nshows that Indonesia still faces serious issues in governance and\nanti-corruption efforts. At the same time, society demands a legal\nsystem that is faster, more transparent, and humane.<\/p>\n<p>\u201cLegal change is not enough to stop at amending laws. What is more\nimportant is changing the legal culture, the integrity of officials, and\nthe state\u2019s courage to deliver substantive justice for society,\u201d said\nBamsoet.<\/p>\n<p>The Deputy General Chairman of the Golkar Party and Deputy General\nChairman of KADIN Indonesia assessed that criminal legal renewal through\nthe new Criminal Code (KUHP) and Code of Criminal Procedure (KUHAP) can\nbecome an important momentum for reforming the national legal system.\nAfter more than a century using the legacy of Dutch colonial law,\nIndonesia is now beginning to enter a new era of national criminal law\nthat shifts from a retributive approach to a more humane one, including\nstrengthening restorative justice and protecting citizens\u2019 rights.<\/p>\n<p>\u201cFor decades, we have been trapped in a highly formalistic colonial\nlegal system. The reform of the KUHP and KUHAP must be the gateway to\nthe birth of a more humane, modern legal system that guarantees the\nconstitutional rights of citizens,\u201d explained Bamsoet.<\/p>\n<p>Furthermore, the Chairman of the Board of Trustees of the Association\nof Doctoral Law Alumni of Padjadjaran University added that the success\nof national legal renewal greatly depends on the synchronisation between\nlegal substance, institutional structure, and societal legal\nculture.<\/p>\n<p>According to him, bureaucratic reform, transparency of law\nenforcement institutions, strengthening judicial review, and public\nparticipation in law-making are important factors in restoring public\ntrust in the law.<\/p>\n<p>\u201cLegal renewal is an effort to build justice that lives among\nsociety. If the law can be trusted by the people, then democracy will be\nstrong and the state can function well,\u201d Bamsoet concluded.<\/p>",
