Bambang Soesatyo (Bamsoet), a member of the House of Representatives\nfrom the Golkar Party, believes the system for supervising security\nguards (Satpam) in Indonesia needs to be modernised so it can meet\nsecurity challenges in the digital era. According to data from the\nCivil-Military Cooperation Division of the National Police Security\nMaintenance Agency (Korbinmas Baharkam Polri), the number of officially\nregistered security guards stands at around 849,750 personnel,\ncomprising 806,151 Gada Pratama, 28,616 Gada Madya and 14,983 Gada\nUtama.<\/p>\n
According to Bamsoet, this figure represents significant potential in\nsupporting the national security system. However, the continued\ndiscovery of fake security guard identities, weak administrative\nverification processes and the lack of nationally integrated data\ndemonstrate the need for a renewal of the supervision system based on\ninformation technology.<\/p>\n
\u201cSecurity guards are an important part of the national security\nsystem as bearers of limited police functions. Therefore, their\nsupervision must prioritise legal certainty, professionalism,\naccountability and the use of digital technology so that the public\nreceives optimal security protection,\u201d said Bamsoet on Monday\n(3\/8\/2026).<\/p>\n
He made these remarks while serving as an examiner and co-supervisor\nat a dissertation proposal hearing for a student of the Doctoral\nProgramme in Legal Studies at Borobudur University, Police Commissioner\nAchmad Muchtarom. The dissertation is titled \u201cReconstruction of Security\nGuard Supervision Based on Electronic Data Verification from the\nPerspective of Progressive Police Law with Legal Certainty and\nBeneficial Outcomes\u201d.<\/p>\n
The Borobudur University postgraduate lecturer revealed that\ndevelopments in information technology have changed the pattern of\nsecurity threats. Crimes have become increasingly sophisticated,\nexploiting fake identities, document forgery and the misuse of official\nsecurity guard attributes.<\/p>\n
According to Bamsoet, amid these conditions, a supervision system\nstill reliant on manual administration is finding it increasingly\ndifficult to guarantee the accuracy of security guard identities. This\nsituation has the potential to erode public trust in the community-based\nsecurity system, which has long been a strategic partner of the National\nPolice in maintaining neighbourhood security.<\/p>\n
\u201cCases of forged security guard membership cards in various regions\nserve as a warning that the existing verification system still has many\nloopholes. The government must introduce an electronic system capable of\nverifying the identity, competence, certification and assignment history\nof every security guard member quickly and accurately,\u201d said\nBamsoet.<\/p>\n
Bamsoet explained that a number of cases show that the use of\nsecurity guard attributes by parties without legal standing can pose\nserious risks. The consequences range from abuse of authority and\ncriminal acts exploiting security attributes, to losses for the public\nand the business world.<\/p>\n
In his view, this issue relates not only to administrative violations\nbut also to legal certainty, public protection and the credibility of\nthe security system. Therefore, digital transformation in security guard\nsupervision must become a national policy priority.<\/p>\n
\u201cBuilding a nationally integrated electronic data verification system\nconnecting the National Police, security service companies, security\nguard training institutions and companies that use security services\ncould be the solution. Every security guard must have a digital identity\nthat can be verified in real time, so that the opportunity for identity\nabuse can be minimised as much as possible,\u201d he said.<\/p>\n
Bamsoet believes strengthening the security guard supervision system\nwill have a positive impact on the investment climate and economic\ngrowth. In his view, the business world needs certainty that security\npersonnel on duty in industrial estates, shopping centres, banks,\nhospitals, residential areas and vital installations genuinely possess\ncompetencies and legal standing that can be accounted for.<\/p>\n
He added that a modern supervision system could also strengthen\nsynergy between the National Police and community-based security in\nfacing evolving security challenges.<\/p>\n
\u201cModernising security guard supervision is a long-term investment in\nnational security. When legality, competence and oversight operate\ndigitally, transparently and in an integrated manner, legal certainty\ngrows stronger, public trust increases, businesses gain a sense of\nsecurity, and Indonesia will have a community-based security system that\nis increasingly professional and capable of meeting future security\nchallenges,\u201d Bamsoet concluded.<\/p>\n
