        "content": "<p>Bali prosecutors return Samudra's dossier to police<\/p>\n<p>Prosecutors returned to police on Thursday the<br>\ndossier of Imam Samudra, alias Abdul Aziz, the alleged mastermind<br>\nbehind the terrorist attacks on the resort island of Bali last<br>\nOctober, due to lack of evidence.<\/p>\n<p>Head of the Bali Prosecutor's Office I Ketut Yona said the<br>\npolice had to provide more evidence in the 1,501-page case file,<br>\nsaying it was \"incomplete\".<\/p>\n<p>\"There are at least one or two elements that need material<br>\nevidence, so we want the police to provide it,\" he said.<\/p>\n<p>Police presented the Samudra's dossier earlier this month,<br>\ncharging him with plotting and carrying out premeditated acts of<br>\nterror to cause mass murder.<\/p>\n<p>Yona said the case files of the 13 other suspects in the Bali<br>\nblasts --  Syaiful, Musafak, Herlambang, Budi Wibowo, Masykur,<br>\nNajib, Yudi, Makmuri, Junaedi, Rauf, Agus, Hernianto and Ali<br>\nGhufron, alias Mukhlas -- would also be given back to police for<br>\nrevisions.<\/p>\n<p>Meanwhile, the dossier of another key suspect, Amrozi, was<br>\ndeemed \"complete\" and prosecutors would submit it to court soon,<br>\nYona said.<\/p>\n<p>The police had resubmitted Amrozi's dossier to the<br>\nprosecutor's office earlier this month, after it had been<br>\nreturned to them for the same reason of incomplete evidence.<\/p>\n<p>The country's judicial system is notorious for its many<br>\nweaknesses on the part of police and prosecutors in laying<br>\ncharges or providing evidence against suspects.
