        "content": "<p>Jakarta (ANTARA) - Founder of Bandar Laut Dunia (Balad) Group,\nKhalilur Abdullah Sahlawiy alias Gus Lilur, has proposed that President\nPrabowo Subianto form a special task force to eradicate the smuggling of\nlobster seed (BBL) abroad.<\/p>\n<p>He stated that BBL smuggling is not merely an ordinary legal\nviolation but a cross-border economic crime that harms fishermen,\nweakens Indonesia\u2019s maritime sovereignty, and allows other countries to\nreap the added value of Indonesia\u2019s lobster resources.<\/p>\n<p>\u201cWe call for the Tritura Nelayan Republik Indonesia. This is a demand\nfrom fishermen for the state to take firm action by eradicating BBL\nsmuggling, facilitating cultivation in Indonesian waters, and mobilising\nthe entire KKP apparatus to expand lobster cultivation by Indonesian\nfishermen,\u201d said Gus Lilur in a statement received in Jakarta on\nMonday.<\/p>\n<p>He noted that BBL smuggling cannot be handled routinely because it\ninvolves cross-border routes, organised actors, and enormous value,\nrequiring the state to intervene with a dedicated task force.<\/p>\n<p>Therefore, he suggested that the task force should involve the\nMinistry of Marine Affairs and Fisheries (KKP), the Indonesian National\nPolice (Polri), the Indonesian National Armed Forces Navy (TNI AL), the\nDirectorate General of Customs and Excise of the Ministry of Finance,\nairport authorities, port authorities, and state intelligence\nelements.<\/p>\n<p>In his view, this decision would be a major step towards returning\nlobster resources to national interests.<\/p>\n<p>\u201cThis is a sovereignty measure. This is a step to protect Indonesian\nfishermen,\u201d said Gus Lilur.<\/p>\n<p>He opined that the policy aligns with the amendment of Minister of\nMarine Affairs and Fisheries Regulation Number 7 of 2024 to Regulation\nNumber 5 of 2026.<\/p>\n<p>He deemed this regulatory change important as it directs lobster\ngovernance away from serving foreign cultivation interests and towards\nstrengthening cultivation in Indonesian territories.<\/p>\n<p>He emphasised that BBL must be grown in Indonesian waters, by\nIndonesian fishermen, and for the maximum welfare of Indonesia\u2019s coastal\ncommunities.<\/p>\n<p>\u201cBBL comes from Indonesian seas, so its cultivation must be in\nIndonesia and the added value must remain in Indonesia. Do not let the\nseeds come from us, the risks be borne by our fishermen, but the huge\nprofits be enjoyed by other countries,\u201d he stated.<\/p>\n<p>Nevertheless, Gus Lilur warned that halting BBL cultivation abroad\nwould not be effective if smuggling networks are allowed to operate.<\/p>\n<p>He revealed that smuggling networks use two main routes: sea routes,\nwhere BBL from Indonesia is sent to Malaysia and then forwarded to\nSingapore, and air routes, where BBL from Indonesia is sent directly to\nSingapore.<\/p>\n<p>Thus, Gus Lilur conveyed that this pattern shows BBL smuggling has\nbecome part of the global lobster industry supply chain, where Indonesia\nserves as the seed source, transit countries provide routes and\nlegality, and destination countries enjoy the largest economic\nbenefits.<\/p>\n<p>According to him, Vietnam has become one of the world\u2019s largest\nlobster exporters because it obtains BBL supplies from Indonesia. The\neconomic value of lobster in Vietnam is said to reach more than Rp100\ntrillion per year.<\/p>\n<p>\u201cThis is a great irony because the seeds are from Indonesia, but\nother countries enjoy economic value in the hundreds of trillions. Our\nfishermen are just spectators; this must be stopped,\u201d Gus Lilur\nemphasised.<\/p>\n<p>BBL smuggling has recently recurred frequently. Most recently, TNI\nAL, through the Second Fleet Quick Response Team (SFQR) of the Cilacap\nNaval Base (Lanal), foiled a BBL smuggling attempt in the East Ring Road\narea, Karangkandri Village, Kesugihan Subdistrict, Cilacap Regency, on\nSaturday (18\/4).<\/p>\n<p>In an official TNI AL press release received in Jakarta on Monday\n(20\/4), it was explained that the uncovering of the smuggling action\nbegan with a patrol conducted by the SFQR team in the coastal area of\nKesugihan Subdistrict, Cilacap Regency.<\/p>\n<p>Head of the Navy Information Service (Kadispenal) First Admiral TNI\nTunggul explained that during the patrol, officers stopped one of the\nmotorbike riders carrying a styrofoam box.<\/p>\n<p>The team immediately inspected the box and found hundreds of lobster\nseedlings that had already been packaged.<\/p>",
