The Minister of Energy and Mineral Resources (ESDM), Bahlil\nLahadalia, has revealed that the government is currently formulating new\nregulations regarding the criteria for users of subsidised fuel\n(BBM).<\/p>\n
Bahlil stated that this effort is part of the government\u2019s initiative\nto prevent a phenomenon where the public shifts consumption from\nnon-subsidised fuel to subsidised fuel, particularly among affluent\ncitizens. \u201cIndeed, we are currently formulating the regulations,\u201d he\nexplained when met at the DPR RI Building, Jakarta, on Wednesday\n(16\/09\/202\u0d33\u0d4d\u200d).<\/p>\n
In addition to formulating regulatory rules, Bahlil urged affluent\ngroups driving high-end vehicles to act wisely and refrain from using\nsubsidised fuel facilities. He emphasised that the subsidy quota is\nspecifically allocated for underprivileged groups who are truly entitled\nto it.<\/p>\n
\u201cTherefore, on various occasions, I have encouraged my brothers and\nsisters who are capable, who drive nice cars, to please not use\nsubsidised fuel, because that fuel is for our brothers and sisters who\nare entitled to receive it,\u201d said Bahlil.<\/p>\n
This shift in public consumption has been one of the triggers for\nlong queues of vehicles at petrol stations (SPBU), as recently\nexperienced in the South Sulawesi region.<\/p>\n
\u201cWhat happened in South Sulawesi recently was indeed long queues due\nto many factors. One of them is that there are parties\u2014media friends\nalready have the data\u2014queuing at petrol pumps for\u2026 well, there are other\nintentions, so to speak. And there is plenty of evidence,\u201d he added.<\/p>\n
Nevertheless, Bahlil emphasised that the national fuel stock reserves\nremain in a safe position, ranging between 18 to 20 days.<\/p>\n
\u201cOur national fuel stock reserves are within the national minimum\nlimit, 18 to 20 days,\u201d he concluded.<\/p>\n
Pertalite Consumption Surges<\/strong><\/p>\n Previously, the Downstream Oil and Gas Regulatory Agency (BPH Migas)\nrecorded a surge in the consumption of the subsidised fuel type,\nPertalite, particularly when non-subsidised fuel prices, specifically\nPertamax, increased.<\/p>\n The Head of BPH Migas, Wahyudi Anas, revealed that the movement in\nconsumption patterns shows a change in public behaviour following the\nprice movements of non-subsidised fuel.<\/p>\n \u201cThis graph shows the movement of fuel prices, particularly RON 90,\nwhich is Pertalite; its consumption has risen significantly following\nthe price increase of non-subsidised fuel, both Pertamax and Pertamax\nTurbo,\u201d explained Wahyudi during a meeting with Commission XII of the\nDPR RI on Wednesday (26\/08\/2026).<\/p>\n According to him, when non-subsidised fuel prices rise, the price\ndisparity with Pertalite widens. This condition causes some members of\nthe public to shift consumption from non-subsidised fuel to subsidised\nfuel.<\/p>\n \u201cThe factor causing the increase is, first and foremost, the widening\nprice disparity,\u201d he said.<\/p>\n Conversely, if the price of Pertamax decreases, Pertalite consumption\nis also observed to decrease. This was evident in August 2026. When the\nprice of Pertamax dropped on 1 August 2026, Pertalite consumption\nthroughout August also decreased on average compared to July 2026.<\/p>\n However, he continued, even though the price of Pertamax has now\ndecreased, the price disparity with subsidised fuel remains quite high,\nresulting in Pertalite consumption remaining somewhat high compared to\nthe normal daily average before the Pertamax price increase in June\n2026.<\/p>\n \u201cAlthough at the end of August, prices for the Pertamax category,\nsuch as Pertamax and Pertamina Dex, including the Dex series,\nexperienced a decrease, the price disparity is still quite wide and\nhigh, and many people are shifting their usage to subsidised fuel and\nstate compensation,\u201d he said.<\/p>\n Based on his presentation, the average daily consumption of Pertalite\nreached 82,760 kilolitres (kl) in June 2026. This figure surged by 6,965\nkl or 9.19% compared to the normal daily average of 75,795 kl before the\nPertamax price increase on 10 June 2026.<\/p>\n Then, in July 2026, the average daily consumption of Pertalite rose\nagain to 85,589 kl. This figure jumped by 9,794 kl or 12.92% compared to\nthe normal daily average of 75,795 kl.<\/p>\n In August 2026, the average daily consumption of Pertalite decreased\nslightly to 84,368 kl compared to July 2026. This figure showed a\ndecrease in line with the drop in Pertamax prices on 1 August 2026.<\/p>\n However, the figure remained up by 8,573 kl or 11.31% compared to the\nnormal daily average of Pertalite before the Pertamax price increase on\n10 June 2026.<\/p>\n \u201cMeanwhile, for the period from August to the present, it has\ndecreased slightly because the price (of Pertamax) also corrected from\nRp 16,250 (per litre) to Rp 15,950, resulting in a decrease in its\nconsumption as well,\u201d he said.<\/p>",
