        "content": "<p>Jakarta, CNBC Indonesia - The Minister of Energy and Mineral\nResources (ESDM) Bahlil Lahadalia has officially issued a new regulation\nregarding the provision of performance allowances (tukin) for employees\nwithin the ESDM Ministry.<\/p>\n<p>The regulation is contained in Ministry of ESDM Regulation Number 5\nof 2026 concerning the Provision of Performance Allowances for Employees\nwithin the ESDM Ministry. This new policy was established in Jakarta on\n24 February 2026 and signed directly by ESDM Minister Bahlil\nLahadalia.<\/p>\n<p>The regulation states that performance allowances are provided\nmonthly to employees within the ESDM Ministry, including Civil Servants\n(PNS), PPPK, and other full-time employees in the ministry.<\/p>\n<p>\u201cEmployees, in addition to receiving income in accordance with\napplicable laws and regulations, are given a monthly Performance\nAllowance,\u201d states Article 2 of the regulation, quoted on Thursday\n(7\/5\/2026).<\/p>\n<p>Meanwhile, Article 3 paragraph 1 states that performance allowances,\nin addition to being given to employees, are also provided to the\nMinister and Deputy Minister. The performance allowance for the Minister\nis set at 150% and for the Deputy Minister at 135% of the highest\nperformance allowance in the ministry.<\/p>\n<p>In addition to regulating the provision of tukin, the new policy also\ngoverns the mechanism for deducting performance allowances based on\norganisational performance achievements, employee performance\nachievements, and attendance levels.<\/p>\n<p>Article 15 states that employees in organisational units receiving\n\u201cexcellent\u201d or \u201cgood\u201d categories are not subject to performance\nallowance deductions. However, for units with a \u201cneeds improvement\u201d\ncategory, a deduction of 10% is applied from the weight of the\norganisational performance achievement.<\/p>\n<p>Meanwhile, employees in units with a \u201cpoor\u201d category face a 20%\ndeduction. For the \u201cvery poor\u201d category, deductions can reach up to 100%\nof the weight of the organisational performance achievement.<\/p>\n<p>Article 16 also regulates deductions to performance allowances based\non employee performance achievements. Employees with monthly performance\nratings of \u201cvery good\u201d or \u201cgood\u201d are not subject to tukin\ndeductions.<\/p>\n<p>However, employees with a \u201cneeds improvement\u201d rating face a 10%\ndeduction, a \u201cpoor\u201d rating incurs a 20% cut, and a \u201cvery poor\u201d rating\nresults in a 30% deduction from the weight of the employee performance\nachievement.<\/p>\n<p>Article 17 paragraph 1 states that deductions to Performance\nAllowances based on violations of working days and hours provisions are\ncarried out according to employee attendance data, with the following\nprovisions:<\/p>\n<ol type=\"a\">\n<li><p>Full-time employees working in accordance with the working days\nand hours provisions in the Ministry without violations are not subject\nto Performance Allowance deductions;<\/p><\/li>\n<li><p>For employees who:<\/p><\/li>\n<\/ol>\n<ol type=\"1\">\n<li><p>do not report for work for 1 (one) day;<\/p><\/li>\n<li><p>do not record attendance; or<\/p><\/li>\n<li><p>only record attendance once without approval, a Performance\nAllowance deduction of 3% (three percent) is applied for each 1 (one)\nday of absence, failure to record attendance, or only one attendance\nrecording;<\/p><\/li>\n<\/ol>\n<ol start=\"3\" type=\"a\">\n<li><p>For employees who record attendance but are not at their duty\nstation based on reports from direct superiors, a Performance Allowance\ndeduction of 3% (three percent) is applied for every multiple of 8.5\n(eight point five) hours cumulatively in 1 (one) month;<\/p><\/li>\n<li><p>For employees who arrive late for work, a Performance Allowance\ndeduction is applied for each 1 (one) day of late arrival with the\nfollowing provisions:<\/p><\/li>\n<\/ol>\n<ol type=\"1\">\n<li><p>for lateness of 1 (one) to 60 (sixty) minutes, a deduction of\n0.5% (zero point five percent) is applied;<\/p><\/li>\n<li><p>for lateness of 61 (sixty-one) to 120 (one hundred twenty)\nminutes, a deduction of 1% (one percent) is applied;<\/p><\/li>\n<li><p>for lateness exceeding 120 (one hundred twenty) minutes, a\ndeduction of 2% (two percent) is applied;<\/p><\/li>\n<\/ol>\n<ol start=\"5\" type=\"a\">\n<li>For employees who record attendance but have insufficient working\nhours in one week, a Performance Allowance deduction is applied,\naccumulated over 1 (one) month, with the following provisions:<\/li>\n<\/ol>\n<ol type=\"1\">\n<li><p>for insufficient hours in 1 (one) week of 1 (one) to 60 (sixty)\nminutes, a deduction of 0.5% (zero point five percent) is\napplied;<\/p><\/li>\n<li><p>for insufficient hours in 1 (one) week of 61 (sixty-one) to 120\n(one hundred twenty) minutes, a deduction of 1% (one percent) is\napplied; and<\/p><\/li>\n<li><p>for insufficient hours in 1 (one) week exceeding 120 (one hundred\ntwenty) minutes, a deduction of 2% (two percent) is applied; or<\/p><\/li>\n<\/ol>\n<ol start=\"6\" type=\"a\">\n<li>For employees who do not report for work for a full 1 (one) month\nwithout approval for absence, a Performance Allowance deduction of 100%\n(one hundred percent) is applied.<\/li>\n<\/ol>\n<p>Meanwhile, paragraph 2 states: The percentage of Performance\nAllowance deductions as referred to in paragraph (1) is multiplied by\nthe employee\u2019s attendance weight.<\/p>",
