Azahari's brother get lesson in Jakarta red tape<\/p>\n

The police said on Monday they would not allow the brother of
\nslain terrorist Azahari bin Husin to identify the latter's body
\nunless he followed procedure.<\/p>\n
National Police spokesperson Brig. Gen. Soenarko said that
\nsince Azahari, one of the most wanted terrorists in the Southeast
\nAsian region, was a Malaysian citizen and had been involved in
\ncriminal activity here, there were certain bureaucratic
\nrequirements that foreign nationals had to follow to enable them
\nto view a relative's body.<\/p>\n
\"He can't just show up at the hospital or seek permission
\ndirectly from here (National Police Headquarters) because we
\ndon't deal with people, we deal with institutions,\" Soenarko told
\na press conference.<\/p>\n
Azahari's younger brother, Bani Yamin bin Husin, arrived here
\non Sunday in the hope of identifying Azahari's body and arranging
\nits repatriation.<\/p>\n
If Bani wishes to see his brother's body, he must contact the
\nMalaysian Embassy, which would then submit a request to the
\nMinistry of Foreign Affairs, according to Soenarko.<\/p>\n
The Ministry of Foreign Affairs would then forward the request
\nto Interpol, which in turn would contact the National Police.<\/p>\n
\"Even if he (Bani) completes all the requirements and follows
\nthe procedure to view his brother's body, he must wait for the
\npolice's forensic team to finish its job. He can't just knock on
\nthe hospital door,\" Soenarko said.<\/p>\n
Bani could not be reached for comment.<\/p>\n
Azahari, along with compatriot Noordin M. Top, has been
\naccused of being behind a series of deadly bomb attacks in the
\ncountry. The expert bombmaker was killed during a raid at his
\nlast hideout in the resort town of Batu, East Java, on Wednesday.
\nNoordin escaped a police raid on the same day in Semarang,
\nCentral Java. The two, believed to key members of the regional
\nterror network Jamaah Islamiyah, had been on the run for three
\nyears, and had managed to slip through the fingers of the police
\nin previous raids, making the police a target of criticism and
\npublic ridicule.<\/p>\n
An autopsy is being performed on Azahari's body at the
\nSoekanto Police Hospital in Kramatjati, East Jakarta. According
\nto the police, several forensic tests are still being conducted
\non the body.<\/p>\n
Hospital director Brig. Gen. Aidy Rawas was quoted by detikcom
\nnews portal as saying that he had not received any request or
\npermission for Azahari's brother to see the body.<\/p>\n
He added that it would be up to the National Police
\nHeadquarters to decide whether the relatives could see and pick
\nup the body.<\/p>\n
Separately, National Police chief Gen. Sutanto said the police
\nwere still conducting DNA tests on Azahari's body.<\/p>\n
\"We're still doing the chemical part of the test, we hope it
\nwill be finished in several days,\" Sutanto said at the Mobile
\nBrigade's anniversary celebration on Monday.<\/p>\n
However, the tests would not be used to identify the body as
\nidentification had been completed through fingerprinting. The
\ntests are part of the forensic process in the autopsy.<\/p>",
