Motorists have welcomed a voluntary emission test program for
\nprivately owned vehicles in the city, but they stressed that it
\nshould not be made mandatory until the city administration is
\nable to control the emissions of public service and business
\nvehicles.<\/p>\n
They said the move, which started on Wednesday, to control
\nvehicle emissions in the private sector would not significantly
\ncontribute to the effort to reduce air pollution if the city
\nadministration did not take action against business and public
\nservice vehicles that violate acceptable emission levels.<\/p>\n
\"I welcome this move, but what I see on the street is that
\npublic transportation, like city buses, contribute the most to
\nair pollution,\" said Johanes Suprianto, who lives in Pondok Gede,
\nEast Jakarta.<\/p>\n
For business and public service vehicles, passing an emission
\ntest is part of the requirements for obtaining a roadworthy
\ncertificate, but the test is not effective as the process is
\nmarred by corruption.<\/p>\n
The administration launched on Wednesday a one-year campaign
\nfor testing the emissions of privately owned vehicles. Fifteen
\nrepair shops have been certified by the city administration to
\nconduct the test. Owners of the cars that pass will receive a
\ncertificate and a sticker from the repair shop certifying that
\ntheir vehicles' emissions meet the required level.<\/p>\n
The bylaw, which will become a legal standard of emissions for
\nprivately owned vehicles, is expected to be passed within the
\nnext 12 months.<\/p>\n
\"We know that emission tests are required for public
\ntransportation to get roadworthy certificates, but nearly all
\ncity buses spew black fumes from their tailpipes,\" said Najib, an
\nemployee of a private company in Senen, Central Jakarta.<\/p>\n
Bobby RS, head of the service department at the Auto 2000
\nrepair shop in Cempaka Putih, Central Jakarta, said the charge
\nfor emissions test is Rp 35,000. If the car does not pass the
\ntest, it should be tuned up, which may or may not require
\nreplacing certain spare parts. If the car's engine experiences
\nserious damage it should have an overhaul.<\/p>\n
Head of Precision Tune Auto Care's repair shop in Cawang, East
\nJakarta Supriyanto said his shop charges motorists Rp 36,000 for
\nthe vehicle emissions test.<\/p>\n
\"No motorists hardly come here only for the emissions test, I
\ndo not know if there will be more after the campaign is
\nlaunched,\" he said.<\/p>\n
Transportation contributes 65 percent to air pollution in the
\ncity. Emissions from privately owned cars share 55 percent of the
\nblame for air pollution, while motorcycles make up 26 percent,
\nand public transportation and business owned vehicles contribute
\n19 percent.<\/p>",
