Authority needed to supervise city plan: Wiyogo<\/p>\n
JAKARTA (JP): Former Jakarta governor Wiyogo Atmodarminto
\nyesterday criticized the absence of an authority to oversee the
\nGreater Jakarta city plan.<\/p>\n
Wiyogo, who governed Jakarta from 1987 to 1992, said the
\nauthority would help prevent conflicts of interest between
\nJakarta and surrounding townships under the West Java
\nadministration.<\/p>\n
\"It's up to the central government to decide whether the
\nauthority is given to a minister or a governor,\" he said after
\nattending a ceremony at City Council to install Jakarta's new
\ngovernor. \"But there should be an authority to assure better
\nmanagement in Greater Jakarta developments.\"<\/p>\n
He said that under one authority there would be better
\ncoordination and less violation of the city plan, which is being
\nreviewed by a team under the auspices of the National Development
\nPlanning Board (Bappenas).<\/p>\n
\"If the authority is not being formed, the city plan will be
\nuseless. Realize it or not, our weakness is in implementation.\"<\/p>\n
The establishment of the Bappenas team was just a step toward
\nenhancing the coordination of development both in Jakarta and
\nWest Java, he said.<\/p>\n
\"It's a pity if such an effort is not backed by an authority
\nto control it,\" Wiyogo said.<\/p>\n
The team will reevaluate and suggest adjustments to the
\nPresidential Instruction No. 13\/1976 on Greater Jakarta's
\ndevelopment plans based on current conditions and future
\npredictions.<\/p>\n
The team is also required to prepare a draft presidential
\ndecree on integrated city plans for certain areas in Greater
\nJakarta and then present it to the National Spatial Plan
\nCoordination Board and the Jakarta and West Java governors.<\/p>\n
Wiyogo urged the central government to pay serious attention
\nto problems in Jakarta because of the absence of a detailed plan
\nfor Greater Jakarta.<\/p>\n
\"Jakarta's problems should be considered national problems and
\nbecome the central government's first priority,\" he said. \"Now,
\nthe city is already facing water shortages due to a series of
\nviolations of the city plan.\"<\/p>\n
He was referring to the construction of residential sites in
\nSouth Jakarta, which was a designated water catchment area in the
\ncity plan.<\/p>\n
The administration is in the process of finalizing the
\nrevision of the 1985\/2005 city plan in preparation for the
\n1997\/2010 plan. The revision is intended to meet development
\nneeds.<\/p>\n
West Java Governor Nuriana, who also attended yesterday's
\nceremony, said that Bappenas' coordination team was expected to
\ncome up with an integrated city plan for Greater Jakarta.<\/p>\n
However, he said, the team was only responsible for the plan's
\nrevision and it does not \"control the governors\".<\/p>\n
His administration's budget is not adequate to solve the
\nproblems which affect Jakarta and West Java, such as traffic
\ncongestion caused by commuters living in Bogor, Tangerang and
\nBekasi but working in Jakarta.<\/p>\n
\"I hope the Jakarta administration and central government can
\nwork together to solve the problems,\" Nuriana said.<\/p>\n
For instance, they could cooperate in building alternative
\nroads to prevent further traffic congestion during rush hours, he
\nsaid.<\/p>\n
He expects that the newly installed Jakarta governor,
\nSutiyoso, will enhance development cooperation with West Java.<\/p>\n
\"I expect him to continue what we've started, such as good
\ncooperation with BKSP Jabotabek,\" Nuriana said.<\/p>\n
BKSP Jabotabek was the only agency responsible for the
\ncoordination of the development programs in Jakarta and its
\nsurrounding areas in West Java.<\/p>\n
BKSP will assist the Bappenas team prepare Greater Jakarta's
