        "content": "<p>Authorities to intensify tax collection<\/p>\n<p>JAKARTA (JP): The city administration is to intensify its<br>\ncollection of local taxes and levies in order to maintain a<br>\nhealthy budget for the rest of the 1997\/1998 fiscal year.<\/p>\n<p>Deputy Governor of Economic and Development Affairs Tb.M. Rais<br>\nsaid yesterday that the government had earlier banked on a Rp 223<br>\nbillion (US$84 million) surplus from the 1996\/1997 year which<br>\nended in March.<\/p>\n<p>That turned out to be ambitious, and the administration ended<br>\nwith a much smaller surplus, Rais said during a meeting with<br>\ncollectors from 30 tax offices in the city.<\/p>\n<p>The administration however would strive to operate within the<br>\nbudget already approved by the City Council for 1997\/1998, he<br>\nsaid, adding that this necessitated more rigorous tax collection<br>\nto make up for the shortage.<\/p>\n<p>In March the Council approved the administration's budget of<br>\nRp 3.36 trillion ($1.4 billion) in total spending for the year<br>\nstarting April 1, representing an increase of more than 5 percent<br>\nover 1996\/1997.<\/p>\n<p>The administration will intensify collection of taxes and<br>\nlevies from health services, garbage and sanitary services,<br>\nidentification card services, vehicle emission tests,<br>\nparking, funeral, clean water, markets, bus stations and<br>\nterminals, liquid waste treatment, and building and development<br>\nsupervision.<\/p>\n<p>Rais said that increasing revenue from local taxes and levies<br>\nwould give the administration greater financial autonomy.<\/p>\n<p>\"We cannot rely too much on central government handouts to<br>\nfinance the city's development programs,\" he said.<\/p>\n<p>The administration still currently relies on central<br>\ngovernment allocations for up to 40 percent of its revenues.<\/p>\n<p>The administration has simplified tax collection procedures by<br>\ngiving greater powers to mayoralties and district offices. The<br>\nmove, announced in June, was designed to improve tax collection<br>\nservices, greater accuracy, supervision and control of the tax<br>\noffices. (07)<\/p>",
